On July 8, in order to constantly standardize the sales behavior of new commercial housing and effectively protect the legitimate rights and interests of buyers, the Beijing Municipal Commission of Housing and Urban-Rural Development drafted the Notice, which is now open to the public for comments.
The notice consists of five parts: 15 detailed rules. In addition to supplementary provisions, the main contents include four parts: standardizing the setting of delivery model houses, standardizing the sales and promotion of commercial houses, implementing the house quality acceptance system before delivery, and compacting the main responsibility of development enterprises.
The Beijing Municipal Commission of Housing and Urban-Rural Development pointed out that some development enterprises over-decorated the model rooms, over-beautified the real estate display and falsely publicized the surrounding supporting facilities to attract customers when promoting new commercial housing. Regarding the setting of the delivery model room, the Notice clearly requires that the development enterprise should deliver the model room according to the house style, structural size, delivery standard and construction technology set in the construction drawing and pre-sale plan reviewed by the drawing review institution before the pre-sale of commercial housing, and arrange the process model room in the delivery model room. If the project has multiple units, the main units (not less than two) should be set up and delivered to the model room. Delivery of model houses shall not be set in uncompleted residential flats.

The "Notice" clarifies that three types of content should be publicized in a prominent position at the sales site:

The Notice requires that development enterprises should effectively strengthen the organization and management of project sales. The specific priority purchase order and family conditions are determined by the local housing and urban-rural construction department and specified in the project pre-sale plan.
