The institution shall obtain the heating certificate from the district or county heating management unit to which it belongs.

The steps of obtaining the certificate are as follows: the approval document of the property for the construction or transformation of household self-heating using clean energy, and the application form for household self-heating using clean energy in residential quarters, which shall be collected from the district and county heating management unit. District and county heating administrative units will fill in the "Application Form" for registration and provide the "Verification Certificate".

Self-heating residents with the city's urban household registration, housing ownership certificate or housing lease certificate, to the management unit to receive the confirmed "verification certificate."
