Pre-property management refers to the property management from the sale of houses to the establishment of owners' committees. It has the following provisions:

(1) The sales unit of newly-built commercial housing shall formulate a residential use convention before selling housing, sign a preliminary property management service contract with the selected property management enterprise, and report it to the district property management department where the property is located for the record.

(2) When signing the residential transfer contract with the buyers and sellers of newly-built commercial housing, the sales unit shall take the residential use convention, the preliminary property management service contract and the residential use manual as annexes to the residential transfer contract.
