Why is no one living in Anhua Xili, Beijing?

Beijing Anhua Xili is uninhabited because of poor living conditions. Beijing Anhua Xili was built in 1983. It's an old building, and the parking spaces in the community are relatively tight, so parking is difficult. Some buildings are near the North Third Ring Road, with noise pollution, few internal facilities and ordinary property management. No one lives in Beijing Anhua Xili.
