Who cares about parking in the community?

A friend invited the traffic police, and the answer was that he only cared about the roads outside the community and had no law enforcement power to park in the community; I would like to ask why the property did not discourage foreign vehicles from stopping and leaving them lying around, but the other person in charge disappeared. Seeing this situation, the owner of the car who stopped and put it in disorder confidently demanded compensation for the car damage, which made people feel bitter and unspeakable.

The traffic police have no legal basis and can't manage it. The property can't be heavily handled, and it's useless to manage it. Obviously, the problem of disorderly parking on residential roads like this is not a case, which has caused many owners to complain. Over time, it is easy to cause conflicts, which leads to the owners dragging away foreign vehicles privately, even pricking tires and breaking windows, which makes both owners and foreign owners lose.

Really can't control it? The author doesn't think so. First of all, although the Road Safety Law and the Regulations on Road Traffic Management give the police the responsibility on the roads outside the community, it does not involve the roads in the community, but it cannot be mechanically inferred that the roads in the community are not under the control of the traffic police. Moreover, at present, there are no road-related laws and regulations prohibiting the police from entering the community to enforce the law against the road traffic problems in the community.

Moreover, although there is no ready-made traffic legal basis for the traffic police to judge the parking problem in the community, they can also refer to other laws and regulations to prescribe the right medicine. For example, both the Fire Protection Law and the Municipal Fire Protection Regulations mention that the police have the right to maintain the fire safety of the community. Individuals who occupy, block or close the passage of fire engines and obstruct the passage of fire engines shall be ordered to make corrections or be punished. In some communities, parked vehicles have blocked the fire exits, which poses a threat to the safety of citizens and is also within the jurisdiction. A few days ago, Quanzhou and other provinces and cities issued relevant opinions on strengthening property management, proposing that if vehicles are parked or parked in open residential areas, or the normal passage of fire exits and households is affected, the traffic police can punish them according to law, and criminal responsibility will be investigated if the circumstances are serious.

Of course, the problem of social management is very complicated, and rigid supervision may not achieve the ideal effect. Foreign vehicles didn't fall from the sky. Parking in residential quarters is a loophole in the management of property companies. If the fire escape is blocked, the administrative law enforcement department is suspected of inaction, and the property company and security guards should also bear legal responsibility. To eradicate parking chaos, in addition to the rigid law enforcement of traffic police, it also needs the flexible supervision and coordination of property companies and the rational autonomy of owners. Imagine that if the security guards dissuade foreign vehicles from entering the community, or timely guide them before the temporary parking of vehicles affects the traffic in the community, safety accidents can be avoided.

In addition, the Property and Industry Committee can also work together with the real estate and planning departments to conduct some research and design different parking schemes, including building new underground garages and above-ground three-dimensional parking spaces, or suggesting that the traffic management department open some roads that are not main traffic roads as temporary parking spaces at night, so as to fundamentally solve the problem of parking difficulties, instead of waiting until the contradiction is exposed before trying to get cold feet.
