Legal analysis: 70% of the vacant house property fee can be paid for the completed but unsold property included in the property management scope, or it is not delivered to the property buyer on time due to the reason of the construction unit, and the construction unit will pay the property service fee or property service fund in full.

Legal basis: Article 7 of the Regulations on the Administration of Urban Real Estate Development and Operation shall apply to the administrative department for industry and commerce of the people's government at or above the county level for registration when establishing a real estate development enterprise. The administrative department for industry and commerce shall, within 30 days from the date of receiving the application, register those who meet the conditions stipulated in Article 5 of these Regulations; If the registration is unqualified, the reasons shall be explained.

The administrative department for industry and commerce shall listen to the opinions of the competent department of real estate development at the same level when examining the application for registration of the establishment of real estate development enterprises.
