Regulations of Jinghong Municipality on the Administration of Fireworks and Firecrackers

In order to ensure the safety of the public and people's lives and property, reduce the fire risk, and reduce air and noise pollution, according to the Law on the Prevention and Control of Air Pollution in People's Republic of China (PRC), the Law on Public Security Administration Punishment in People's Republic of China (PRC), the Regulations on the Safety Management of Fireworks and Firecrackers and other laws and regulations, and after research by the Jinghong Municipal People's Government, the relevant matters concerning the prohibition of fireworks and firecrackers in urban areas are hereby announced as follows:

First, the restricted area. The area where fireworks and firecrackers are prohibited is within the ring road of Jinghong City, east of Liming Bridge (Monkey Mountain) in Xishuangbanna, and south of Lin Rong Avenue, He Man Na and Bengbu in He Man; South to Manong Peak (including the Big Buddha Temple), and west to Man Zhen, Mangguangmai, Mangjingdong and Mangguanglong; West to S220 Provincial Highway (east line from Gasa to Ga) and north along Manmai Village, Manjingdong Village and Mandonghan Village (including Manclub Village); Wanda Mandarin Hotel runs from north to east, along the Sixth Team of Economic Research Institute, Banna Yipin, Yunjing Hongqiao (old bridge), Lancang Road, Manwai Village to Tuanshan Laozhai (see attached map for details). Fireworks and firecrackers are prohibited throughout the year.

Three, the units or individuals that set off fireworks in the forbidden area shall be investigated and dealt with by the public security organs in accordance with the relevant provisions of the Regulations on the Safety Management of Fireworks and Firecrackers and the Law of People's Republic of China (PRC) Municipality on Public Security Administration Punishment; All public officials shall be transferred to the discipline inspection organ for handling, and if the case constitutes a crime, criminal responsibility shall be investigated according to law.

Four, directly under the authority of all units, neighborhood offices, community neighborhood committees, residential property management units to do a good job in the prohibition of fireworks publicity, education and management. The general public should consciously abide by the prohibition regulations and maintain the safety of the urban environment.

5. All units and individuals have the right to dissuade, stop and report violations of this circular. The reporting telephone number is 1 10. Those who retaliate against informants shall be investigated and dealt with by public security organs in accordance with relevant laws and regulations.
