Can water and electricity be cut off when renovating illegal properties?

Legal analysis: general property has no right to cut off water and electricity. In the property management area, water supply, power supply, gas supply, heat supply, communication, cable TV and other units shall charge relevant fees to the end users. Therefore, the two sides of the hydropower contract are the supplier and the actual owner. When the owner fails to pay the property fee, he can only urge to pay it through legal means, and has no right to stop water and power. If the illegal construction of the community owner damages the legitimate interests of other owners, then according to the relevant laws and regulations, the injured party can ask him to dismantle the illegal construction and compensate for his own losses. In addition, the property company also has the right to ask the owners to dismantle illegal buildings. If the owner refuses to dismantle it, the community owners' committee can file a civil lawsuit. If the property right is infringed, the obligee can solve it through conciliation, mediation, arbitration and litigation.
