Development status and countermeasures of physical geological data center
1. The national economy and society are increasingly demanding geological data, and the importance of geological data is increasingly prominent.
At present, China is entering the fast lane of economic development, and the national economy and society are undergoing extensive and profound changes. At the same time, many practical problems, such as resource shortage, environmental deterioration, abnormal climate and frequent geological disasters, have also become common problems faced by the whole society and need to be solved urgently. As a basic science, geological science has been paid attention to again. As a necessary condition for geological scientific research and exploration, physical geological data objectively requires information sharing in the whole society.
Over the past decades, China has accumulated a large number of physical geological data, which has contributed to the development of earth science, mining industry and national economy. In recent years, due to the transition of management system and the reform of geological exploration investment mechanism, a large number of geological data are not submitted to the state, the national geological data can not be supplemented and updated, the social utilization rate has dropped sharply, and units in need can not obtain information through normal channels. Socialization of geological data service can avoid repeated investment in geological work and save money and time. Therefore, with the deepening of China's geological and mineral system reform, the investment subjects are increasingly diversified. It is the general trend to break the blockade of geological data and realize the sharing of geological information resources by the whole society. The physical geological data center came into being under this background, and it will have a broad development prospect.
2. The legal status and working functions of the physical geological data center have been confirmed by the state.
In July, 2000, the Office of the Organizing Committee of the Central Organization officially approved the establishment of the Physical Geological Data Center of the Ministry of Land and Resources (Z.Z.B.Zi [2000] No.76), and issued the Legal Person Qualification Certificate in 20061October 5438+0, which formally defined the purpose and business scope of the Physical Geological Data Center of the Ministry of Land and Resources. The conference on perfecting the work of China Geological Survey held in Beijing in February, 20001year clearly pointed out that the physical geological data center of the Ministry of Land and Resources is an organic part of the public service support system of China Geological Survey, and undertakes the responsibility of receiving, managing, researching, developing and providing public welfare services for physical geological data throughout the country. The Regulations on Geological Data Management promulgated on March 19, 2002 (Order No.349 of the State Council) and the Implementation Measures of the Regulations on Geological Data Management promulgated in February, 2003 (Order No.0/6 of the Ministry of Land and Resources) also included the physical geological data in the scope of geological data management, thus establishing the Physical Geological Data Center as the national physical geological data collection and service center under the competent department of Geology and Mineral Resources of the State Council.
3. The Regulations on the Management of Geological Data and the Measures for the Implementation of the Regulations on the Management of Geological Data provide legal and institutional guarantee for the Center to collect physical data.
The Regulations on the Administration of Geological Data and the Measures for the Implementation of the Regulations on the Administration of Geological Data are important administrative regulations promulgated by the state under the new situation, and they are programmatic documents to standardize the submission and management of geological data. In the aspect of geological data submission, the management system, authority, scope, submission period, punishment control measures and dispute resolution are clearly defined, which ensures the timely, high-quality and efficient submission of physical geological data and lays a solid foundation for the data source of the physical geological data center.
With the increasing attention paid by the state and society to geological work, relevant supporting laws, regulations and technical methods and standards have been issued one after another, the state has carried out geological data inventory, local geological prospecting units have supplemented overdue geological data one after another, a new round of land and resources investigation and scientific research has been launched in an all-round way, information technology has developed rapidly, and the demand for physical geological data from all walks of life has become more and more urgent, and related research projects of physical geological databases have also been carried out one after another. All these provide scientific and technological foundation, data source, system and standard basis, legal status and financial support for the development of physical geological data center, which will surely promote the physical geological data center to enter the golden period of development quickly.
Second, the basic countermeasures of physical geological data center investigation
1. Main contents and significance of physical geological data survey
The investigation of physical geological data is based on the Regulations on the Administration of Geological Data and the Measures for the Implementation of the Regulations on the Administration of Geological Data, supported by earth science and modern information technology, and with the fundamental purpose of serving the economy and society and giving full play to the role of physical geological data, to make a comprehensive and systematic investigation of the existing physical geological data in China, and to find out its management, institutional facilities, storage capacity, types, production units, production time, production methods and storage conditions. On this basis, the representative, typical and special geological data are screened, and the screening catalogue, technical standards, technical specifications, technical methods, working procedures and corresponding information system construction are formulated. Try to collect some physical geological data, accumulate experience, cultivate talents and strengthen management, so as to lay a solid foundation for eventually building a modern public welfare institution with first-class facilities, in-place services, innovation and high efficiency, and a comprehensive research center for the development, scientific research, management, utilization and provision of public welfare services of physical geological data.
2. The collection of physical geological data and the determination of the scope of collection
China is located on the southeast edge of Eurasia plate, which is connected with the Pacific Ocean and Indian plate. The geological conditions in different regions are quite different, with different development history and unique regional geology, which creates conditions for the formation of various and huge physical geological data in China. However, in order to achieve the purpose of scientific and rational layout, cost saving and coordination, we should pay attention to the following issues in the scope and mode of collection.
(1) According to the spirit of Regulations on Geological Data Management, the national physical geological data management is classified and summarized. Physical geological data sent to state-level collection institutions for preservation are limited to oil, natural gas, coalbed methane, marine geology, radioactive minerals and other geological data that should be remitted according to the regulations of the State Council. Therefore, at this stage, we should not blindly expand the scope of investigation, but should pay attention to the convergence with the provisions of the Regulations on the Management of Geological Data to avoid difficulties in data collection, lack of legal basis and waste of investigation resources in the future.
(2) The data collection scope should complement the physical geological data collected by the National Geological Archives, geological museum, China and geological colleges, so as to avoid repeated collection, wasting manpower, financial resources and material resources and affecting the service function of the company.
(3) Physical data such as structure, stratum, environment, engineering, geophysical and geochemical exploration have the characteristics of difficult collection, large transportation volume, large space occupation, high demand for written data and low demand for physical data. In terms of rock paleontology, the Northern Rock Paleontology Database of China Geo University (Beijing) and the Rock Database of China Geological Survey have been built and put into operation in Beijing, so it is of little significance to collect physical data in this field. Therefore, the above scope should not be the focus of research work.
In terms of minerals and energy, except the petroleum system, the physical geological data are basically produced and sold by themselves, and there is no unified planning. Therefore, we should strengthen the investigation and collection of physical and geological data of minerals and energy, and formulate a screening catalogue system with wide coverage, balanced distribution, rich metallogenic types and models, reflecting the characteristics of China's metallogenic laws, and maintaining an appropriate proportion of metal minerals and non-metal minerals.
At this stage, the trial collection should combine the financial resources of the unit and give priority to the collection of objects that are urgently needed at a special stage and closely related to the development of the national economy. Emphasis is placed on the physical and geological data of medium-sized, large-scale and super-large-scale deposits with typical significance or great scientific and technological significance, new deposit types, specimens of new and unknown minerals, and physical and geological data of important deposits that need scientific and technological research, development and utilization.
3. Pay attention to the research and pretreatment of physical geological data before storage.
Doing a good job of pretreatment and gradually improving the level of treatment is of great significance for improving the quality of scientific research and foreign service and digesting redundant personnel. Therefore, we should pay attention to the development and utilization of laboratories.
(1) The secondary development and testing of the collected physical objects is an important link and foundation of the physical geological data management. It is an important function of the physical geological data center to provide the society with comprehensive and high-level physical geological data information services that can be obtained by modern means, and it is also the key to the function and existence of the physical geological data center. Seize this opportunity, we can also equip and update a number of modern test equipment to improve the development potential of the unit.
(2) There are many redundant staff in the center, which need to be placed through various channels. As far as the development of the unit is concerned, there is not only a lack of funds and management talents, but also fierce market competition. At present, only one printing factory has difficulties in operation and is in a semi-shutdown state, so it is difficult to increase personnel. The pre-storage work of physical geological data includes transportation and pretreatment (sampling, cataloging, testing and grinding), which has many contents, heavy workload and many people. Except for the test, which requires high technical level of personnel, the rest of the work requirements are relatively low, and ordinary employees can be competent through simple training. In addition, with the new round of land and resources investigation and scientific research in full swing, units in Beijing will produce a large number of physical and geological data (such as grinding, testing, etc.) that are in urgent need of development. Coupled with the geographical advantages of being adjacent to Beijing and belonging to the same system, if the work is effective, it is expected to win considerable development space and economic benefits. Therefore, doing a good job in this area can not only cooperate with the current work of the unit, but also digest the surplus personnel. It is suggested to strengthen leadership and increase investment in the pretreatment of physical geological data.
Third, adjust personnel, departments and functions to meet the needs of the situation.
1. adapt to the needs of the objective situation, change functions and carry out institutional integration.
At present, all departments of the physics center are basically established and developed under the old system. Although it has been adjusted many times, it still cannot meet the current management needs. Therefore, the existing departments (science and technology office, political department, central office, finance office, administrative office, development company and its subordinate professional scientific research departments) should be integrated into three parts in line with the principle of streamlining institutions, highlighting functions and adapting to needs and referring to the departmental settings of similar work units. The specific idea is:
(1) Integrate functional departments, set up a new central office, and be responsible for personnel, party affairs, trade unions, youth league committees, administrative logistics, security, foreign affairs, tertiary industry, development, etc., and keep the financial office.
(2) merge the existing scientific research departments and set up a new science and technology office, which is responsible for project research and screening, periodical editing, database construction, information network construction and maintenance.
(3) Set up a circulation department, which is responsible for physical data pretreatment, warehousing acceptance registration and warehouse management, and assist in establishing a geoscience literature database. In the future, with the expansion of the core database, the Science and Technology Department can be reorganized, and new departments such as editorial department and information department can be added to exercise the functions of foreign public welfare service and information exchange.
2. Separation and reorganization of operational and public welfare work
(1) Through the implementation of the "three definitions" scheme, the elite team will be separated, optimized and deployed to engage in the investigation and management of the physical geological database.
(2) Reform the property right and management system and enliven the tertiary industry.
A. In view of the operating conditions of the tertiary industry in the past, it is urgent to adjust the industrial structure. Actively develop related industries closely related to geosciences, especially physical geological data, compile and manage them according to their undertakings, set up companies and enterprises when conditions are ripe, stop, reduce or transfer investment in other industries, get rid of burdens and move forward lightly. This can not only serve the main business, but also obtain considerable economic benefits.
B. Property management companies are enterprises in nature, but because the center itself is a public institution, all kinds of documents, systems, management methods and assessment methods are enterprises. Over the years, on the one hand, I have determined the management functions according to the operation standards of enterprises, on the other hand, I have to deal with the management mode of public institutions, which leads to low operation efficiency and overstaffed personnel. Therefore, property management companies should reform various internal management systems according to the requirements of enterprise development, and improve their management level through system innovation according to the transformation procedure of "first transforming enterprises, then restructuring and then improving". At present, we should first implement enterprise management and target responsibility system management, and determine their relationship with the center in the form of "economic contract" After a certain period of operation, after laying a certain foundation and enterprise operation experience, we will reform the property right system, divest the corresponding assets, establish a capital operation mechanism according to the corporate governance structure, and finally transition to a real enterprise to realize independent operation, self-financing, self-restraint and self-development of the enterprise. In addition to personnel and labor management rights, the physical data center has really formed an equivalent civil relationship subject with the property company in other aspects.
C. For other enterprises, reform can be carried out in two aspects. First, the auction of property rights, the withdrawal of state-owned assets and the diversion of subordinates. Second, strive for the financial and policy support from the higher authorities, set up a new Yanjiao Zhongdi Science and Technology Development Company or the printing center of China Geological Survey, and carry out corporate restructuring (shareholding system, joint-stock cooperative system, etc.). ) operate according to the modern enterprise system, so as to invigorate enterprises and obtain survival and development.
Fourth, formulate talent planning, introduce and train urgently needed talents, and improve the talent structure.
1. We should attach great importance to personnel training.
Due to the changes in the nature and business scope of the physical geological data center of the Ministry of Land and Resources, every employee on the job will face the severe challenge of changing the old and new roles. First of all, the employees of the unit lack understanding of the new job and new environment; Secondly, the talent structure is unreasonable, there are too many redundant people, most of them have low knowledge level, and they are slow to accept new knowledge and enter the role. Therefore, it is urgent to improve the quality and management level of existing personnel.
There are two ways to improve the quality of personnel-introduction and training. Introducing talents can quickly alleviate the shortage of talents in the unit, but for other employees, they will face greater employment pressure; By encouraging employees to receive academic education by self-study and correspondence, the cycle is too long, and the majors they have studied may not be urgently needed by the unit at present. Based on this, according to the work needs of physical geological data, it should be a realistic way to solve the talent problem of the unit by selecting relevant personnel for targeted training-on the one hand, it can quickly meet the work needs without increasing the number of employees and expanding the establishment; On the other hand, it also takes care of the low level of knowledge of some employees. Although their knowledge is relatively small, they have the ability to accept. With a little exercise among peers, you can quickly enter the role.
2. Take the investigation of physical geological data as an opportunity to actively introduce talents and improve the talent structure.
The shortage of talents is the basic situation of physical data center. The investigation and management of physical geological data not only involves various majors of geological science, but also needs the strong support of modern information technology, and urgently needs a large number of professional and compound talents in geology, minerals and information technology. Therefore, in some positions with high professional and technical requirements, it is a realistic way to select relevant personnel, participate in projects and absorb people with strong working ability through a certain period of work and strict assessment, which can improve the talent structure in a short time and meet the needs of development.
