Chapter I General Provisions Article 1 In order to strengthen the construction and management of urban landscaping, protect and improve the urban ecological environment, these Regulations are formulated in accordance with the Forest Law of People's Republic of China (PRC), the Measures for the Implementation of National Voluntary Tree Planting in the State Council and other relevant laws and regulations, combined with the actual situation of our city. Article 2 The basic tasks of urban landscaping are: according to the requirements of the overall urban planning, do a good job in greening construction and management, constantly improve the quality of greening and the level of gardening art, give play to the social, environmental and economic benefits of greening, and create a good working and living environment for urban residents. Article 3 The urban green space mentioned in these Regulations includes:

(1) Public green space: refers to parks, zoos, gardens, cemeteries, scenic spots and square green spaces, street green spaces, riverside green spaces, etc. ;

(2) Special green space: refers to the green space of government agencies, schools, military units, enterprises, institutions and residential areas;

(3) Production green land: refers to the nursery land that provides seedlings, flowers and seeds for landscaping;

(4) Protective green space: refers to the green space used for isolation, sanitation, safety, dike protection, bank protection, road protection and other protective purposes. Fourth city landscaping work, unified leadership by the Municipal People's government, hierarchical management.

The Municipal Greening Committee is responsible for organizing voluntary tree planting activities for the whole people, coordinating, inspecting and guiding the landscaping work.

The Municipal Bureau of Landscape Architecture is the competent department of urban landscaping, responsible for the construction and management of landscaping.

County and district greening committees and urban construction departments are responsible for the greening construction and management in this area. Article 5 These Regulations shall apply to the landscaping construction and management of urban built-up areas, towns built-up areas, scenic spots, urban residential areas, industrial and mining areas and other municipal enterprises and institutions. Chapter II Planning and Construction Article 6 Urban landscaping planning shall be jointly prepared by the planning department and the landscaping department, and shall be implemented after approval. Seventh organs, schools, military units, enterprises and institutions shall, under the guidance of the competent department of landscaping, formulate their own greening plans. The competent department of landscaping shall supervise and inspect the implementation of the greening planning of each unit. Eighth city planning and construction, must leave enough green land area. The green area of newly built and residential areas should account for more than 30% of the total land area; The green area of the old city should account for more than 25% of the total land area. Ninth city planning and construction should reasonably arrange the location and direction of the above-ground and underground pipelines. Above-ground pipelines should help maintain the integrity and growth of trees; Underground pipelines should keep a certain distance from trees and other greening facilities in accordance with relevant specifications, and protective measures should be taken when necessary.

Electric power, communications, public utilities, municipal and other departments to build new pipelines, landscaping departments to plant new trees, should obey the planning, in line with the principle of first construction, then construction, after construction, mutual consultation, take measures such as avoiding and staggering to properly solve. If negotiation fails, it shall be decided by the people's government of the city or county. Tenth landscaping departments should do a good job in the construction of professional nurseries, and advocate and encourage units and individuals to set up their own nurseries.

Garden nursery land area shall not be less than two percent of the urban built-up area or the built-up area of towns. Eleventh all new construction, renovation and expansion projects, when handling the construction permit, should be required to pay the green supporting fees.

Construction projects that need greening, new construction and reconstruction of urban roads should be included in the capital construction plan. The greening project shall be planned and designed at the same time as the main project, and completed in the second greening season after the completion of the main project.

After the completion of the greening project, the competent department of landscaping shall be responsible for the acceptance. Twelfth to strengthen the technical management of greening projects, in strict accordance with technical regulations, improve the quality of planting, to ensure that the survival rate of trees and flowers reached more than 85%. Article 13 Urban greening should focus on plant landscaping, rationally allocate garden architectural sketches and amusement facilities, advocate the combination of trees and shrubs, broad-leaved trees and conifers, trees and flowers, plane greening and vertical greening, develop multi-layer covering planting, and improve the artistic level of greening. Chapter III Voluntary Tree Planting by the Whole People Article 14 All urban residents (including urban agricultural households) who have reached the age of eleven, men to sixty and women to fifty-five have the obligation to plant three trees every year, except those who have lost the ability to work, or to complete the corresponding workload of seedling raising, management and other greening tasks.

For minors aged 1 1 to 17, arrange greening work as close as possible. Fifteenth voluntary tree planting tasks issued by the greening committees at all levels, implemented by the street offices to units and residents; Individual industrial and commercial households shall be assisted by the sub-district offices in the implementation by the administrative department for industry and commerce. Sixteenth March each year for the city's afforestation month. Seventeenth units should use 70% of the obligation to plant trees for key greening projects, and the rest for the greening of the courtyard and the front section of the unit. Eighteenth in any of the following circumstances, should be required to pay the green fee to the city or county, District Greening Committee office:

(a) the unit that fails to complete the task of voluntary tree planting in accordance with the provisions;

(two) citizens of school age do not perform the obligation of planting trees without reason;

(three) units and individuals approved by the city or county, District Greening Committee to do with money.

The task of planting trees by units or individuals who pay the greening fee shall be completed by the municipal or county or district greening committee. The greening fee collected is used to pay for hiring personnel.
