Chapter I General Provisions

Article 1 In order to promote the reform of heating system in our city, change the subsidy mode of residents' heating fees, straighten out the relationship between the government, units and heating users, and ensure the residents who use clean energy for heating in winter, according to the Guiding Opinions on the Pilot Work of Urban Heating System Reform issued by the Ministry of Construction, the National Development and Reform Commission, the Ministry of Finance and the Ministry of Personnel, the Ministry of Civil Affairs, the Ministry of Labor and Social Security, State Taxation Administration of The People's Republic of China and the State Environmental Protection Administration (Cheng Jian [2003] No.60).

Article 2 Where residents with urban household registration in this Municipality have no central heating facilities in their houses in this Municipality and adopt the mode of household self-heating with clean energy, they can enjoy the subsidy for household self-heating with clean energy in residential buildings for employees (hereinafter referred to as the verification certificate).

Article 3 Household self-heating with clean energy in residential buildings (hereinafter referred to as self-heating) refers to the way in which new residential buildings are heated with clean energy such as gas and electricity according to the planning and design requirements in recent years, or old residential buildings are transformed according to the requirements of unified atmospheric control.

Chapter II Identification, Standards and Issuance of Self-heating Subsidies

Fourth self heating residential management units (real estate developers, property companies, property units, housing management units, etc.). ) shall go through the confirmation procedures of its residential houses according to the following procedures:

(a) self heating residential management unit to clean energy household self heating construction or renovation approval documents, to the district and county heating administrative departments to receive the "Beijing residential district clean energy household self heating application form" (hereinafter referred to as the application form).

(two) the district heating administrative department will fill in the "application form" to the heating residential management unit for registration, and provide the "verification certificate" to the management unit.

(three) self heating residents with the city's urban household registration, housing ownership certificate or housing lease certificate, every year to the self heating residential management unit to receive the confirmation of the "check certificate", "check certificate" copy is invalid. Since the heating residential management unit, shall not charge any fees.

Article 5 All units shall, on the basis of the verification certificates held by employees, calculate and distribute the housing construction area subsidy standard determined in the Notice of Beijing Municipality on Measures for Calculating and Distributing Housing Subsidies for Employees of Institutions and Institutions and Relevant Disciplinary Provisions ([2003] Beijing Housing Reform Office No.078) at 15 yuan/m2/person in the heating season (unless otherwise agreed by both employers and employees).

Article 6 According to Beijing's housing reform policy, if the building area of central heating houses is not up to standard and new houses are added, which meet the conditions for defining the scope of self-heating subsidies, residents can receive self-heating subsidies for the insufficient area according to the standard; Residents with a set of central heating building area exceeding the standard and another set of housing meeting the conditions of defining the scope of self-heating subsidies can only choose one of the ways of central heating or self-heating subsidies; Residents who have a set of houses heated by coal stoves and another set of houses that meet the conditions defined by the scope of self-heating subsidies can only choose one of winter heating subsidies (that is, "coal fire fee" subsidies) or self-heating subsidies.

Chapter III Identification, Standards and Issuance of Self-heating Subsidies for Special Groups

Article 7 Special groups refer to urban entitled groups, over-transfer personnel in land acquisition and families enjoying the minimum living guarantee for urban residents managed by civil affairs departments; Registered unemployed people in cities and towns managed by the labor and social security departments (with valid job-seeking certificates) go through the formalities of receiving basic pensions on a monthly basis, and retirees who are approved to implement community management according to regulations (including retirees from bankrupt state-owned enterprises, retirees from enterprises whose business licenses have been cancelled or revoked, scientific and technological personnel who support township enterprises, personnel resettled by non-profit organizations, and temporary workers in cities and towns, Retirees who have been filed by street, township management or individuals in employment service centers or talent service institutions and have gone through the formalities of receiving basic old-age insurance on a monthly basis) retirees of state-owned and state-controlled bankrupt enterprises (institutions), and employees (including retirees) of enterprises (institutions) in difficulty belonging to the state-owned assets supervision and administration department; Unemployed spouses of deceased retired cadres managed by the department of retired cadres.

Article 8 Determination of self-heating subsidies for special groups

Self-heating special groups managed by civil affairs departments shall apply for subsidies to the civil affairs departments of streets and townships (towns) before the end of September each year, and the civil affairs departments shall examine and identify them and report them to the district and county civil affairs bureaus for approval and filing; Self-heating special groups managed by the labor and social security department should apply for subsidies at the social security office of the street and township (town) before the end of September each year, which will be examined and identified by the social security office and reported to the county labor and social security department for approval and filing; The state-owned assets supervision and administration department belongs to the self-heating special group, which applies for subsidies to the higher authorities before the end of September each year, and is verified by the higher authorities and reported to the state-owned assets supervision and administration department at the same level for examination and approval; Self-heating special groups managed by the management department of veteran cadres should apply for subsidies to the management department of veteran cadres at the same level before the end of September each year, and the management department will review, identify and approve the record.

Ninth special groups of self heating subsidy standards.

Among the special groups, the family self-heating subsidy standard is 30 yuan /m2, and the families who hold the Minimum Living Guarantee Certificate for Urban Residents in the heating season; The self-heating subsidy standard for registered unemployed people in cities and towns is 12 yuan/square meter, heating season and people; The self-heating subsidy standard for other special groups is 15 yuan/m2, heating season and people.

Special families in special groups are subsidized according to the standard of 80 square meters of residential construction area; Residential construction area of less than 80 square meters, according to the actual construction area of residential subsidies; Residential construction area of more than 80 square meters, subsidies of 80 square meters, the excess shall be borne by individuals. The housing subsidy standard for retired cadres who have no working spouse is based on the housing area standard that retired cadres should enjoy before their death. Other special groups will be subsidized according to the standard of 60 square meters of residential construction area; Residential construction area of less than 60 square meters, according to the actual residential construction area subsidies; Residential construction area of more than 60 square meters, according to 60 square meters of subsidies, the excess shall be borne by individuals.

Tenth special groups are exempt from heating subsidies.

Self-heating subsidies for special groups are issued by the audit department.

Chapter IV Funding Channels

Eleventh administrative organs and fully subsidized institutions heating subsidy funds by the financial burden at the same level.

Chapter V Responsibilities of Various Departments

Sixteenth heating administrative department is responsible for the registration of the "application form" submitted by the residential management unit within its jurisdiction.

Seventeenth financial departments are responsible for arranging self-heating subsidy funds and special group assistance funds in the annual departmental budgets of administrative organs at the same level (including democratic parties, workers, young women and other people's organizations) and fully subsidized institutions; Responsible for arranging self-heating subsidy funds in the annual departmental budget of institutions subsidized at the same level according to the funding channels.

Eighteenth housing reform department is responsible for the identification of housing area standards of enterprises and institutions that implement monetization of housing distribution.

Nineteenth construction departments are responsible for the supervision and management of self-heating residential management units.

Twentieth personnel department is responsible for supervising the administrative institutions to implement the self-heating subsidy policy.

Twenty-first labor and social security departments are responsible for supervising the implementation of self-heating subsidy policy for employees who have established labor relations with enterprises.

Article 22 The civil affairs department, the labor and social security department, the state-owned assets supervision department and the veteran cadre department shall formulate clear procedures for the application, review, filing and registration of self-heating subsidies for their special groups to ensure that special groups receive self-heating subsidies in full and on time.

Article 23 The tax authorities shall be responsible for determining the enterprise income tax and individual income tax policies for self-heating subsidies.

Twenty-fourth supervision departments are responsible for investigating and dealing with acts of state administrative organs, their civil servants and other personnel appointed by state administrative organs that violate the provisions of the state and Beijing housing reform policies.

Chapter VI Supplementary Provisions

Twenty-fifth administrative institutions from the heating subsidies charged to the subjects are "public expenditure, heating costs, dormitory heating costs".

Twenty-sixth districts and counties that have implemented the reform of heating charge system shall implement the new heating charge policy.

Twenty-seventh central units and troops stationed in Beijing shall be implemented in accordance with the relevant policies of the central government and the army.

Article 28 These Measures shall be interpreted according to the responsibilities of each department.

Article 29 These Measures shall come into force as of February 2, 20061day.

Thirtieth the original "Interim Measures of Beijing Municipality on Household Self-heating Subsidies for Clean Energy in Workers' Houses" (Hang [2003] No.2082) shall be abolished at the same time.
