How miserable can LeTV employees be if they don't pay property fees?

Formal property will give you a court summons, which means it is illegal to refuse to pay property fees. However, if you have a legitimate reason, you can notify the property to rectify through the government, and you can refuse to pay the property fee if you don't rectify. The property only has the right to sue you and collect late fees ... but it has no right to stop water and power supply ... this is illegal, and the property has no right to stop water and power without permission. ..
