Article 1 In order to strengthen the hygiene supervision and management of centralized cleaning, disinfection and sterilization services for public tableware, public articles and medical institutions, prevent the spread of diseases and protect people's health, these Measures are formulated in accordance with relevant laws and regulations and combined with the actual situation of this Municipality. Article 2 Institutions engaged in centralized cleaning, disinfection and sterilization services for public tableware, public articles and medical instruments, utensils and articles repeatedly used by medical institutions within the administrative area of this Municipality (hereinafter referred to as centralized service institutions) must abide by these Measures. Article 3 The municipal public health administrative department shall be responsible for the health supervision and management of centralized service institutions in the whole city.

County (city) health administrative department is responsible for the health supervision and management of centralized service institutions within its jurisdiction.

The health administrative departments of all urban areas (including Jilin Hi-tech Industrial Development Zone and Jilin Economic and Technological Development Zone) shall be responsible for the health supervision and management of centralized service institutions within their respective jurisdictions according to the division of responsibilities.

Food and drug supervision and management, industry and commerce administration, environmental protection and other departments shall, according to their respective responsibilities, do a good job in the supervision and management of centralized service institutions. Article 4 To establish a centralized service organization, it is necessary to obtain a business license from the local administrative department for industry and commerce.

The administrative department for industry and commerce shall, when handling the business license, conduct on-site inspection together with the health administrative department, and notify the health administrative department at the same level within 5 working days after issuing the business license. Fifth centralized service institutions shall, within 5 working days from the date of obtaining the business license, apply to the local county (city) and district health administrative department for filing procedures.

County (city) and district health administrative departments shall conduct on-site verification within 3 working days from the date of accepting the filing application and provide business guidance.

If the record items are changed, it shall go through the formalities of change at the original record-keeping department within 5 working days from the date of change. Sixth centralized service institutions shall not be built in residential buildings, and there shall be no harmful places that may cause pollution within 30 meters.

The total area of the production site for cleaning and disinfection of public tableware and public appliances shall not be less than 200 square meters. Article 7 The layout of centralized service institutions shall meet the following requirements:

(a) the layout of public tableware cleaning and disinfection places shall be implemented in accordance with the relevant provisions of the "Hygienic Code for Centralized Cleaning and Disinfection of Tableware in Jilin City";

(2) The cleaning and disinfection places for public articles and appliances shall be provided with sorting areas, cleaning and disinfection areas, drying areas, ironing areas, folding areas, cleaning and storage areas and distribution areas in turn;

(three) the cleaning, disinfection and sterilization of medical instruments, utensils and articles used repeatedly by medical institutions shall set up special working areas, and shall be carried out in accordance with the relevant provisions of the "Regulations on the Administration of Disinfection Supply Centers in Hospitals". Article 8 The production equipment and facilities of centralized service institutions shall meet the following requirements:

(a) disinfection and sterilization equipment in accordance with the relevant national standards, regulations and norms, and has an independent and safe fixed place.

(2) The walls of the production area should be paved with ceramic tiles or other waterproof, moisture-proof and washable materials; The ground should be made of waterproof, moisture-proof and washable materials with a certain slope.

(3) Facilities such as ventilation, explosion-proof, dust-proof, rat-proof, insect-proof, moisture-proof and air disinfection should be provided in the disinfection and sterilization treatment area and the storage area of sterilized articles.

(four) to set up a dressing room suitable for the number of employees, and to set up non-manual hand washing facilities at the entrance of the production site and the disinfection and packaging workshop.

(five) the production water meets the standard of drinking water; The sewage drainage system meets the national standards.

(six) other relevant national, provincial and municipal standards and norms. Article 9 The production technology of centralized service institutions must conform to the relevant national, provincial and municipal norms and standards, and shall not be reversed or crossed.

It is forbidden to mix medical supplies with other public supplies for cleaning and disinfecting equipment. Article 10 Detergents and disinfectants used by centralized service institutions must meet the national hygiene standards.

If toxic, harmful, flammable and explosive substances are used or produced in the process of cleaning, disinfection and sterilization, corresponding safety measures must be taken and the relevant provisions of the state, province and city must be met. Eleventh centralized service institutions shall abide by the following provisions in the process of packaging, storage and distribution of products after cleaning and disinfection:

(1) Containers, tools and places for packaging, storage and loading and unloading are safe and harmless, and kept clean.

(two) the minimum package should have obvious signs of disinfection and sterilization. The identification contents include the name and address of the disinfection service organization, the registration certificate number, disinfection method, batch number, disinfection date and validity period, etc.

(three) the storage place is not less than 30 cm away from the ground, walls, and not less than 50 cm away from the roof, and meets the corresponding preservation requirements of the products.

(4) Items unrelated to cleaning, disinfection and sterilization services shall not be stored in the storage area.

(6) Hygienic standards of other countries, provinces and municipalities. Twelfth centralized service institutions should carry out batch testing of products after cleaning, disinfection and sterilization. Without the ability of self-inspection, it shall entrust a qualified institution to test on its behalf.

The products after cleaning, disinfection and sterilization must meet the relevant national hygiene standards and requirements.
