The house has been vacant for ten years and the property has been lent to neighbors without authorization. I think the property should bear the main responsibility.

Second, neighbors. Although neighbors are damaged by water leakage from their own houses, they should not take other people's houses for their own use without full understanding, and they have not obtained the consent of the owner, so I think neighbors should bear the responsibility for encroaching on other people's property.

Third, real estate. After the development and sale of real estate, although it is managed by the property, it should not be allowed to lend the house to others without the confirmation of the company and the original owner. Therefore, I think that real estate bears secondary responsibility and has not done a good job in supervising the property.
