The term "comprehensive acceptance of completion" as mentioned in these Measures refers to the comprehensive acceptance of whether the municipal infrastructure, public facilities, landscaping, sanitation facilities, safety facilities, fire safety facilities, property management implementation and other projects in residential areas meet the living conditions on the basis of the acceptance of individual projects in residential areas for development and construction, in accordance with the requirements of detailed planning for construction. Article 4 The Fuzhou Municipal Construction Committee is the centralized management department for the comprehensive acceptance of residential quarters, responsible for the comprehensive coordination of the construction and management of residential quarters in the city, organizing the preliminary design approval, supervising the implementation of comprehensive development and supporting construction of residential quarters, and taking the lead in organizing the comprehensive acceptance of residential quarters.

The completion comprehensive acceptance team consists of the following units: the Municipal Construction Committee, the Municipal Appearance Management Committee, the Municipal Real Estate Management Bureau, the Municipal Urban and Rural Planning Bureau, the Municipal Environmental Protection Bureau, the Municipal Bureau of Gardens, the Municipal Electric Power Bureau, the Municipal Fire Brigade and other relevant departments involved in living conditions, as well as entrusted property management companies, district governments and streets. 3. All construction machines and tools, temporary facilities, building residual soil and remaining components shall be removed, and the site shall be cleared and leveled;

4. The plane position, facade modeling and decorative colors of all kinds of buildings meet the requirements of the approved detailed planning for construction;

5. The property management plan has been implemented;

6. The equipment has been running normally (such as elevators, pumps, etc.). ), and have the operation certificate issued by the relevant departments. Article 8 After the comprehensive acceptance is completed, the development and construction unit shall provide the following original materials:

1. Construction land planning permit, construction project planning permit, approved construction detailed planning and engineering design drawings (plane, elevation and profile) of each unit, etc. ;

3. Completion documents and construction enterprise materials;

1. Before formally handling the comprehensive acceptance of completion, the development and construction unit shall organize a pre-inspection team, focusing on checking the project quality, acceptance data of concealed works, construction records of key parts, notice of design change, construction according to drawings, and presence of omissions, etc.

2. The development and construction unit shall, after the completion of the pre-acceptance of residential areas, submit a written application for the comprehensive acceptance report to the Municipal Construction Committee, fill out the Declaration Form for the Comprehensive Acceptance of Residential Areas in quadruplicate and provide a written report on the results of the pre-acceptance, and also explain the organization and implementation of the development and construction projects and the results of the pre-acceptance;

3. After receiving the application report and declaration form for comprehensive acceptance, the Municipal Construction Committee will organize an acceptance team composed of relevant departments to conduct comprehensive acceptance of residential quarters within fifteen working days;

4. The members of the acceptance team shall be unified to the location of the acceptance project according to the specified time, presided over by the Municipal Construction Committee, focusing on reviewing relevant documents and materials, and after listening to the report of the construction unit, they shall go to the site for inspection;

5. The members of the acceptance team conduct on-site evaluation according to relevant information and on-site evaluation, and fill in the acceptance opinions in combination with their respective business scope;

6. The Municipal Construction Committee is responsible for summarizing the acceptance opinions of various functional departments and formally forming an acceptance summary;
