Is it illegal to act as an agent for all risks?

There is no violation. The risk agency contract is legal, and the risk agency meets all the formal requirements of the agency. It is a typical agency contract, which can be free or paid. No matter how much the remuneration is, as long as both parties voluntarily do not violate the civil code, it should be regarded as a valid contract, so the all-risk agency property case does not violate the rules. Article 928 of the Civil Code stipulates that if the agent completes the entrusted affairs, the client shall pay him remuneration as agreed. If the entrustment contract is dissolved or the entrusted affairs cannot be completed due to reasons not attributable to the trustee, the principal shall pay the corresponding remuneration to the trustee. Unless otherwise agreed by the parties, such agreement shall prevail.
