Ten unified contents

First, all traffic control will be implemented. Strictly control the entry and exit of vehicles, and do a good job in persuading vehicles of non-linzhang personnel to return. Medical care, people's livelihood materials, and official vehicle vouchers are in and out. Operating vehicles, rural passenger cars, buses, taxis, and network cars were completely shut down.

Second, fully closed management. All villages and communities (family homes) are under closed management, leaving only one entrance and exit. Checkpoints and sentries are set up for 24-hour control, and outsiders are strictly prohibited from entering and leaving. Personnel in the village and community (relatives' hospital) shall register with their ID cards or valid certificates (personal information, registration time, registration direction and destination, body temperature registration, and whether Wuhan personnel registration is involved).

Third, the active reporting system will be implemented. Anyone with fever or cough symptoms must report to the unit, residential property or village Committee at the first time. All foreign returnees must take the initiative to report to the local village (residential property) supervision unit within 1 hour, consciously implement the 14-day home medical observation, and do a good job in service guarantee and township (residential) supervision.

Four, are not allowed to go out at will. Strictly implement the "everyone stays indoors" action. Residents (villagers) do not visit, gather or have dinner, try not to go out, wear masks when going out, and do not go out without masks. Every family (except closed home isolation) can assign a family member to go out to purchase living materials and make strict protection every two days, and the rest are not allowed to go out without special reasons.

5. All assembly activities are prohibited. During the epidemic prevention and control, all personnel in the county shall not organize or participate in any form of gathering activities. No more than two people are allowed to gather in public places for chatting, smoking, playing cards and other activities. Once discovered, they will be immediately persuaded to leave by their villages or subcontractors. "Red", "white" Jane, and report to the residential property or village committee for the record in advance. No dinners or parties are allowed. Anyone who participates in a dinner or party and causes the spread of the epidemic will be investigated for relevant responsibilities according to law.

6. All non-essential public places should be closed. Public places unnecessary for residents' lives will be closed. Farmers' markets, supermarkets, pharmacies and other places should reasonably arrange business hours, regularly disinfect and sterilize, and enter personnel to take temperature. Operators and shoppers must wear protective equipment, such as masks. Express delivery and take-away industries fully implement "contactless delivery" to strengthen delivery safety.

7. Rental of houses will be suspended. All lessors (landlords) and intermediaries suspend the rental business. If the existing house is rented, the lessor (landlord) must clearly inform the lessee who has not returned it that it cannot be returned temporarily. If the epidemic situation in the rental house is not reported in time and refuses to cooperate with the epidemic prevention and control work, the responsibility of the main unit or individual of the rental house will be investigated according to law.

Eight, it is forbidden to open (complex) and open the market in advance. Strictly implement the main responsibility of enterprises, and all the responsibilities for poor prevention and control shall be borne by enterprises. Except for enterprises in need of emergency support and approved markets involving people's livelihood, other enterprises and markets in the county shall not start business (resume business) before 24: 00 on February 9, 2020. Those who start (resume work) and open the market in advance in violation of regulations shall be strictly investigated for responsibility according to relevant regulations.

Nine, all acts that hinder the prevention and control of the epidemic will be severely punished. It is strictly forbidden to spread rumors, lie about the epidemic situation or deliberately disturb social order in other ways. Once found, it will be dealt with seriously.

X. The responsibility for implementation will be strictly investigated. All party member cadres, deputies to the National People's Congress and CPPCC members should play a leading role, set an example, take care of themselves, their families and their loved ones, take the lead in implementing the above regulations, and assist the staff in persuading residents to strictly implement epidemic prevention regulations. Units directly under the county level should reasonably arrange their own work and epidemic prevention and control, and conscientiously do a good job in the epidemic prevention work of subcontracting communities (family homes).
