Article 1 In order to ensure the quality of secondary water supply in cities, prevent secondary pollution of drinking water, and ensure the safety of drinking water and people's health, these measures are formulated in accordance with the Measures for the Administration of Urban Tap Water Supply in Jinan City and in combination with the actual situation of this Municipality. Article 2 The term "secondary water supply" as mentioned in these Measures refers to the water supply mode in which water users supply urban public water or self-built facilities, and then supply it to users after storage, pressurization and deep purification. Article 3 These Measures shall apply to the management of secondary water supply within the urban planning area of this Municipality. Article 4 The Municipal Public Utilities Administration Bureau is the administrative department in charge of secondary water supply management in this Municipality (hereinafter referred to as the water supply and soil management department), and is responsible for the unified management of secondary water supply in this Municipality.

The municipal public health administrative department shall, in accordance with its responsibilities, cooperate with the competent department of water supply to implement these measures, and be specifically responsible for the health supervision of secondary water supply. Article 5 If the user's water pressure needs to exceed the service pressure at the end of the pipe network stipulated by the state, it shall build its own secondary water supply facilities and implement secondary water supply. Sixth new construction, renovation and expansion of secondary water supply facilities, the unit shall apply to the main water supply management department, after examination and approval, the relevant construction procedures can be handled.

The water supply department shall make a reply within fifteen days after receiving the application. Seventh secondary water supply facilities after the completion of the project, the water supply and soil management department shall organize the acceptance, acceptance before use. Without acceptance or unqualified acceptance, urban water supply business units shall not supply water. Eighth secondary water supply facilities shall not be directly connected with the city water supply pipe network; It is not allowed to pump water directly on the urban water supply network. Two water supply units shall not transfer water supply. Article 11 Units that use secondary water supply shall establish a secondary water supply management system, and be equipped with full-time (part-time) management personnel, who shall be responsible for the maintenance of secondary water supply facilities and the daily detection of water quality according to the requirements of the water supply department. When water quality is found to be polluted, they shall promptly report to the water supply department and the health administrative department for treatment. Twelfth secondary water supply units must clean and disinfect the secondary water supply facilities once every six months.

Professional units engaged in the cleaning and disinfection of secondary water supply facilities must be approved by the municipal water supply department and approved by the municipal public health administrative department before undertaking the cleaning and disinfection business. Thirteenth workers directly engaged in secondary water supply or secondary water supply cleaning and disinfection, must obtain health examination and health knowledge training certificate before taking up their posts, at least once a year to the health and epidemic prevention departments designated units for health examination. Diseases and pathogen carriers who suffer from dysentery, typhoid fever, viral hepatitis, active tuberculosis, suppurative or exudative skin diseases and other diseases that hinder drinking water hygiene shall not engage in secondary water supply and cleaning and disinfection of secondary water supply. Fourteenth urban water supply departments shall designate water quality testing institutions to conduct a laboratory test on the water quality of secondary water supply once a month. The test results shall be submitted to the health administrative department for the record. Fifteenth in violation of the provisions of any of the following acts, shall be punished by the competent department of water supply in accordance with the following provisions:

(four) without the examination and approval of the municipal administrative department of water supply, those who engage in the cleaning and disinfection of secondary water supply shall be ordered to stop the illegal act and impose a fine of more than two thousand yuan and less than ten thousand yuan;

(five) in violation of the provisions of article ninth, it shall be ordered to make corrections within a time limit and impose a fine of not less than five hundred yuan but not more than five thousand yuan. Sixteenth in violation of the provisions of these measures on the health management of secondary water supply, the administrative department of health shall be punished in accordance with the provisions of relevant laws and regulations.
