(3) The construction scale of property projects is large, and the maintenance and management of houses, facilities and equipment need a high degree of professionalism. A property project often has hundreds of owners. Many owners have a public demand for property management services in the use and management of property, the preservation and appreciation of property, and the building structure and facilities are more complex, which requires a higher degree of specialization of property management services. This kind of public property management service can not be completed by a single owner or several owners, and needs to be provided by professional property management enterprises entrusted by all owners.
