The location of public housing construction should be combined with local development planning and industrial layout to guide the rational distribution of population and industry; Give priority to areas where public service facilities and municipal infrastructure are relatively perfect; We should take public transportation as the guide and take effective measures to connect closely with public transportation system or rail transit network.

Third, land use.

The three-dimensional development and utilization of the above-ground space should be carried out in the construction of public houses.

1. Overbridges or public corridors should be set between adjacent public housing construction sites to realize public facilities, public greening and public leisure activities.

The underground space of nurseries, kindergartens, primary and secondary schools and other independent supporting facilities in public housing construction projects can be planned and utilized as a whole with the underground parking space of the project, and necessary safety protection measures can be taken in accordance with the requirements of relevant norms and standards. When the supporting facilities such as nurseries, kindergartens and day care centers for the elderly are set up on the roof platform of rail transit, the requirements of safety protection, fire evacuation and property management should be comprehensively considered.

Fourth, planning and layout.

With the construction of public housing, we should make overall planning and rational layout with other housing in the project.
