According to the Property Law and the Regulations on the Management of Urban Housing Lease, if there are some houses (such as public sewers), the owners' committee or the property management company shall be responsible for the maintenance. If it is the pipeline inside the house, the owner or lessee of the house is responsible for the maintenance. Therefore, if the downstairs is damaged due to the leakage of public sewer pipes, the owners' committee or the property management company should be responsible for the maintenance.
