What is the difference between "certification" and "textual research" of property managers?

At present, there are three channels for the textual research of property managers. One is the certificate of registered property managers and property managers from the Ministry of Construction, the other is the certificate of property managers and property managers from the Ministry of Labor, and the other is the certificate of commercial property managers and commercial property managers issued by the Shopping Center Committee of China Commercial Joint Vocational Association in 2005, which is the competent institution of commercial property industry in China. These three certificates have different certification bodies, but which one is more suitable for college students' examination, I dare not jump to conclusions, but I can tell you the difference and judge for myself.

First, the certificate issued by the Ministry of Construction. As we all know, the Ministry of Construction is the competent unit of real estate enterprises and property management companies. There is no doubt about this, and the authority of his certificate is beyond doubt. Of course, if he wants to conduct annual inspection of subordinate enterprises and companies, he also needs to see the certificate issued by himself. Here mainly depends on whether the qualifications of enterprises and companies meet.

The second is the certificate of the Ministry of Labor. They have the right to check whether the employment in various industries is legal, and sometimes they need to verify the certificate. Therefore, the certificate of the Ministry of Labor is the threshold for you to enter an industry, and there is no possibility of being punished.

Third, the certificate is issued by the Professional Committee of Shopping Center of China Business Federation. According to my understanding, this should be the certification of industry authority, but there is still a problem. This is the certification of a professional committee of a non-governmental organization, and it is an industry organization composed of some commercial enterprises, among which the shopping center committee holds the examination. By the way, commercial real estate is more profitable than residential real estate.

So how to distinguish these kinds of exams is rather confusing. It's actually quite simple. These two types of certificates belong to different levels. The Ministry of Labor evaluates the qualifications and the Ministry of Construction evaluates the employment level.

Let's use a simple example to illustrate:

1. The property manager certificate of the labor and social security department can only prove that you can enter the property management industry, and the registered property manager certificate of the Ministry of Construction can prove your professional level and ability, and at the same time bear the responsibilities and obligations that match this qualification. The registered property manager of the Ministry of Construction is equivalent to an intermediate title, similar to a lecturer in a university.

2. The certificate of the Ministry of Labor is just like the teacher qualification certificate that teachers must hold when they take up their posts, while the certificate of the Ministry of Construction is equivalent to the titles that teachers have obtained, such as teaching assistants, lecturers and professors of university teachers.

3. The certificate issued by China Business Federation is industry certification, which is jointly certified by those participating commercial enterprises, just like university teachers. If your major is law, you can get a china law society membership card by participating in some activities, but this is only my guess. In practice, how commercial enterprises identify commercial property managers is debatable. I will pay attention to it in my future work to further master it.

Finally, talk about the origin of property administrator certification:

1. The Ministry of Construction's "(98) Notice on National Job Training for Property Management Practitioners" requires that property management practitioners be certified nationwide from 1999 1. There are property managers, property department managers, property managers and other employment certificates.

2. The Ministry of Labor began to issue the "National Vocational Qualification Certificate for Property Management", which is divided into property managers, assistant property managers, property managers and senior property managers, and can be obtained by passing the relevant examinations of the Ministry of Labor. The national vocational qualification certificate is a passport to employment, which is valid throughout the country and enjoyed for life. It is only valid after going abroad through notarization, and some cities can recruit workers without examination (making full use of the privilege of the Ministry of Labor).

3. It should be that the brand of the labor department is relatively hard here, but the Ministry of Construction is very distressed to find that its own industry certificate needs to be evaluated and issued by other departments. So last year, the Interim Provisions on Property Manager System was jointly issued with the Ministry of Personnel, and it was implemented on 1 1 month 16, 2005. My understanding is that the Ministry of Construction wants to overwhelm the Ministry of Labor with the Ministry of Personnel. The examinations for property managers in the Ministry of Construction and the Ministry of Personnel have not really started. Once you start, it must be the hardest.

2. Property management companies participate in the annual inspection of industrial and commercial departments every year. When passing the annual inspection of labor law enforcement by the labor department, the annual inspection can only be passed after the certificate-holding rate reaches the standard.

3. Workers' job hunting and post qualification certificates are the main basis for employers to recruit people, and they are also valid certificates for notarization of overseas employment skill levels.

4. Since 2004, the training of property managers, assistant property managers and property managers has been carried out nationwide.

Significance of post certificate of property management enterprise manager of Ministry of Construction

1. At present, the flow of talents in the construction industry can be used as a proof of recognition of the job position and ability of the applicant, and it is also one of the basis for the recruitment unit to hire.

2. As a property management company, when applying for registration and annual qualification, it needs to report to the local construction department (the company's management personnel can only set up a property company or pass the annual qualification).

The property management certificate of the labor and social security department can only prove that you can enter the property management industry. Only by registering the property manager's certificate can you prove your work level, ability and quality, and at the same time bear the responsibilities and obligations that match this qualification. The management of registered property managers is very strict, and those who do not meet the management requirements in the course of their employment will be disqualified.
