For the projects that have obtained the pre-sale permit of commercial housing, 1-2 nodes are added as appropriate to allocate the supervision funds for the pre-sale of commercial housing, and the retention ratio of supervision funds at each node is moderately reduced, but it is generally not lower than the retention ratio of 10 percentage point stipulated in the Measures for the Supervision of Commercial Housing Pre-sale Funds in Shandong Province.

In terms of marketing methods of real estate projects, the Opinions put forward that under the premise of strictly implementing epidemic prevention and control measures, sales offices, intermediary stores and housing leasing enterprises should be supported to resume business in an orderly manner. Support enterprises to publish publicity information on newly-built commercial housing and second-hand housing through the Internet, telephone and TV advertisements, encourage sales activities through online platforms, and implement "one-on-one" appointments to see houses and sign contracts.

In addition, the "Opinions" propose that flexible management of housing provident fund deposit will also be implemented. During the period of epidemic prevention and control, if the unit fighting in the front line of epidemic prevention and control fails to pay the housing provident fund in time, it can be regarded as normal deposit after explaining the situation and paying back. If the employees who pay the fees in the front line of epidemic prevention and control can't repay the money normally, they will not be treated as overdue loans and will not be charged with personal penalty interest. Enterprises affected by the epidemic and having difficulties in production and operation may apply for holdover of housing provident fund according to regulations, or pay according to the minimum standard of 5% for each unit and individual.

For real estate development projects that cannot be completed on schedule due to the epidemic situation, the relevant provisions of force majeure shall be applied according to law, and the delivery date shall be reasonably postponed according to the actual situation. Before June 30, 2020, apply for real estate development projects that have been put on record for comprehensive acceptance, and allow development enterprises to pay special maintenance funds for unsold houses for three months.

Regarding the rent reduction and exemption of public rental housing, the Opinions stipulate that during the epidemic prevention and control period, the rent of public rental housing in the first-line medical, sanitation, public transport, property and other industries involved in epidemic prevention and control shall be reduced or exempted; Get housing rental subsidies, according to the epidemic prevention and control period to enjoy the housing security standards 2 times. From June 5438+0, 2020 to two months after the outbreak was lifted, families who pay the rent of public rental housing overdue will not be included in their personal credit records.

For families who have newly applied for housing security qualification review due to the delay in epidemic prevention and control, the rental subsidy corresponding to the standard during the delay period will be reissued. Conditional areas can appropriately expand the scope of public rental housing, including employees who have recently resumed work to rent social housing in stages, and issue housing rental subsidies during the epidemic prevention and control period.

Coordinate the steady and healthy development of the real estate market, the transformation and upgrading of the construction industry, the protection of people's livelihood and the optimization of the business environment in the field of housing construction, and make due contributions to the housing construction system for the province to win the epidemic prevention and control war and promote the stable and healthy development of the economy and society.

The second is not to relax and pay close attention to epidemic prevention and control.

We will steadily implement the commitment system for examination and approval, and in principle implement the commitment system for all the examination and approval items that have been evaluated in this region. Projects in urgent need of construction can be accepted and handled. Due to medical and health care, epidemic prevention management, isolation observation, prevention and control of materials production and other epidemic prevention and control needs to be implemented in the construction project, the construction unit can start construction first, and then go through the relevant procedures after the epidemic situation is lifted. For the shed reform projects that start work and resume work as soon as possible, the allocation of special funds for the central and provincial financial security housing projects will be appropriately tilted. The third is to effectively reduce the burden on enterprises.
