In order to do a good job in the prevention and control of the epidemic situation in COVID-19, effectively block the input and transmission chain of the epidemic situation, build a defense line of "external defense against input and internal defense against rebound", ensure the life, health and safety of people in Daiyue District, and further strengthen the management of floating population and rental houses during the epidemic period, according to the Provisional Regulations on Residence Permit of the State Council and the Interim Measures for the Service Management of Floating Population in Shandong Province, the floating population who have arrived in Daiyue District for more than 3 days are required to voluntarily fulfill their reporting obligations. Hereby notify as follows:

I. Reporting responsibilities

The floating population shall, within 3 working days from the date of their arrival at their place of residence in Daiyue District, report their residence registration to the local police station with their ID cards and proof materials such as residence, employment or schooling, and the local police station will issue a residence registration certificate. Floating population refers to people who leave their permanent residence and live across counties for more than 3 days.

The lessor or its entrusted agent shall register the basic information such as name, type and number of identity documents within 24 hours after the floating population moves in, and report to the police station within 3 working days to urge the floating population to declare residence registration. If the floating population terminates its residence, the lessor or its entrusted agent shall report to the police station within 3 working days from the date when the floating population leaves.

The employer shall organize the floating population to declare residence registration within 3 working days from the date of employment; The termination or dissolution of labor relations with the floating population shall be reported to the police station within 3 working days from the date of termination or dissolution of labor relations.

The realty service enterprise shall inform the lessor of the basic situation of the floating population in the rented house, report to the police station within 3 working days, and urge the floating population to declare residence registration.

Intermediaries engaged in house leasing and human resources service agencies engaged in job introduction shall, within 3 working days from the date of successful introduction, report the basic information of the lessor, the floating population of the rented house or the employing unit and the floating population to the police station.

Large bazaars and commodity distribution centers shall report the basic situation of the floating population to the police station within three working days from the date of settlement of the floating population, and urge the floating population to declare residence registration.

Second, the punishment provisions

Employers who fail to declare residence registration personnel according to regulations, fail to implement public security responsibilities, and fail to declare lessee information according to regulations shall be given a heavier punishment according to the Law of People's Republic of China (PRC) on Public Security Administration Punishment, the Interim Measures for the Service Management of Floating Population in Shandong Province and other relevant laws and regulations; If a crime is constituted, criminal responsibility shall be investigated according to law.

If the floating population fails to declare residence registration, the public security organ shall order it to make corrections within a time limit; If no correction is made within the time limit, a fine of 100 yuan will be imposed.

If the lessor or its entrusted agent fails to handle the residence of the floating population or terminate the registration and declaration, the public security organ shall order it to make corrections and impose a fine ranging from 200 yuan to 500 yuan.

If the employing unit fails to organize the floating population to declare residence registration or fails to report after the termination or dissolution of labor relations with the floating population, the public security organ shall order it to make corrections and impose a fine of more than 1000 yuan on the legal representative or the person directly responsible; If the circumstances are serious, a fine ranging from 1000 yuan to 5,000 yuan shall be imposed.

If the realty service enterprise fails to report the basic situation of the floating population of the leased house, the public security organ shall order it to make corrections, and impose a fine of more than 200 yuan and less than 500 yuan on the legal representative or the person directly responsible; If the circumstances are serious, a fine of not less than 3,000 yuan from 500 yuan shall be imposed.

Intermediaries engaged in house leasing and human resources service agencies engaged in job introduction fail to report the basic information of the lessor, the floating population of the leased house or the employing unit and the floating population, and the public security organ shall order it to make corrections, and impose a fine of more than 200 yuan and less than 500 yuan on the legal representative or the person directly responsible; If the circumstances are serious, a fine of not less than 3,000 yuan from 500 yuan shall be imposed.

Large markets, commodity distribution center management agencies did not report the basic situation of the floating population, the public security organ shall order it to make corrections, and impose a fine of more than 200 yuan and less than 500 yuan on the legal representative or the person directly responsible; If the circumstances are serious, a fine of not less than 3,000 yuan from 500 yuan shall be imposed.

For omission, concealment or fraud, failing to implement epidemic prevention and control work in Daiyue District according to the above provisions, resulting in serious consequences, the responsibility shall be investigated according to the Law on the Prevention and Control of Infectious Diseases in People's Republic of China (PRC) and the Emergency Regulations on Public Health Emergencies in the State Council, and if the case constitutes a crime, the criminal responsibility shall be investigated according to law.
