Owners have to pay property tax every year. The property tax for a villa (with a building area of about 200 square meters) is about 1600, which is equivalent to the salary of ordinary employees. The maintenance and management of the owner's house itself is the responsibility of the property management company selected by the owner. Of course, the owner can also do some spare maintenance work himself, because in Britain, the labor cost of spare maintenance of water and electricity is very expensive, basically 50 pounds per half hour, which is contrary to our cheap water and electricity. Because the houses are not connected with each other, the maintenance and management services are very simple, and the relationship between communities is also very simple, and there are few neighborhood disputes and the handling of the same affairs.
In addition to single-family villas, a small number of people live in high-rise buildings, but these communities are relatively small. Unlike our large-scale communities, they are generally a building as a property management area. Such buildings are generally built by private developers, and property management is also divided into early property management and normal property management. In the early stage of property management, the property management company was also selected by the developer. When a developer sells a house, he will make a convention, which will clearly stipulate the name of the property company, the content, standards and service charges of the property service, including the rights and obligations of the construction unit, the property management enterprise and the owner, and the buyers should recognize it. After the owners move in, they can set up an owners' committee. If the owners' committee is not satisfied with the property management company selected by the developer, it can dismiss and choose a satisfactory property company.
Generally speaking, the residential property fee is also a contract system, which is a fixed amount every year, including the cost of cleaning, security, house maintenance and other services, as well as the remuneration of the property company. Of course, the accounts need to be made public to the owners, who can inquire about the accounts of the property management company anytime and anywhere. For small-scale real estate, the owners may not choose the company, but directly choose the housing manager to manage the housing affairs, which will save some expenses for the owners.
Regarding the decision-making mechanism of the owners, it is also through the convening of the owners' meeting to decide on major issues. For example, the maintenance of public parts of buildings, whether or not it should be maintained, and how to maintain it, are decided by all beneficial owners through consultation. If all the owners can't reach an agreement, any owner can apply to the competent government department (similar to our real estate administration) for a government ruling. After accepting the application, the competent government department may conduct on-the-spot investigation. If it thinks that the house has potential safety hazards and must be repaired, it will order all owners to reach an agreement within a time limit. If they can't reach an agreement, the government department will organize professional units to carry out maintenance, and the maintenance cost will be shared by all owners, and 30% will be added to the maintenance cost as the government's income.
