Interim Measures of Beijing Municipality on Household Self-heating Subsidies for Clean Energy in Workers' Houses

Chapter I General Principles

Article 1 In order to promote the reform of heating system and heating cost for employees in our city, change the subsidy mode of housing heating cost, straighten out the relationship between heating units, heating employees and their units, ensure the smooth progress of heating work for employees in our city in winter, and ensure that employees use clean energy for heating in winter. According to the reform guiding spirit of the Ministry of Construction, the National Development and Reform Commission, the Ministry of Finance, the Ministry of Personnel, the Ministry of Civil Affairs, the Ministry of Labor and Social Security, State Taxation Administration of The People's Republic of China, the State Environmental Protection Administration and other eight ministries and commissions, these measures are formulated in the Guiding Opinions on the Pilot Work of Urban Heating System Reform (Cheng Jian [2003] 148).

Chapter II Scope of Subsidies

Article 2 Where employees who live in this city and have registered permanent residence for urban residents in this city, their houses are approved by their units to conform to the housing reform policy, and there is no central heating facility, and clean energy household self-heating mode is adopted, subsidies for clean energy household self-heating for employees' houses (hereinafter referred to as "self-heating subsidies") shall be issued on the basis of the verification certificate.

Article 3 The household self-heating mode of clean energy refers to the winter heating mode in which each household uses clean energy such as gas, electricity and oil (except coal stoves) in accordance with the planning and design requirements or the requirements of controlling the atmosphere in the unified transformation of old residential buildings when new residential buildings are completed in recent years.

Article 4 The units responsible for the management of new residential quarters and old residential quarters (real estate developers, property management departments and property management units, hereinafter referred to as property management units) shall go through the confirmation procedures of residential quarters according to the following procedures:

1, the property management unit submits a verification application to the district and county heating administrative department;

2, by the district heating administrative department for construction or renovation approval documents and on-site check, reported to the municipal heating management department for the record;

3 property management units to self-heating residents issued by the district and county heating administrative departments and property management units approved by the verification certificate;

4. Self-heating residents need to obtain the verification certificate from the property management unit with the legal documents of urban residents' accounts and house lease or property rights in this city.

Fifth administrative departments and property management units that issue authentication certificates shall not charge any fees.

Article 6 The competent department shall verify and issue a verification certificate every heating period, and the copy of the verification certificate is invalid.

Chapter IV Subsidy Standards

Article 7 Basic subsidy standards

Self-heating subsidy The basic subsidy is 470 yuan for each employee in each heating season.

Article 8 Additional subsidy standards

All subsidies for employees of administrative and public institutions are self-heating subsidies and additional subsidies. The housing construction area standard determined by Beijing Housing Reform Office (2003) No.078 is calculated according to the following table. Increase the self-heating subsidies for employees of enterprises and some subsidized institutions, and each employee shall determine the self-heating subsidies for employees of administrative and all subsidized institutions by the unit itself. Among them, enterprises and institutions that have approved the monetization scheme of housing distribution by the housing reform department can calculate and distribute according to the approved area standard. (See table 1)

Article 9 According to the housing reform policy of Beijing, if one set of houses with central heating is not up to standard in construction area and new houses meet the conditions for defining the scope of self-heating subsidies for employees, they can receive heating subsidies for the part with insufficient area according to the standard of 8 yuan per square meter of buildings.

If the building area of the house with central heating exceeds the standard, and another house meets the conditions for defining the scope of self-heating subsidies for employees, only one way can be chosen.

If one set of houses heated by coal stoves meets the conditions defined by the scope of workers' self-heating subsidies, we can only choose one of the ways of workers' winter heating subsidies (that is, "coal burning fee" subsidies) or workers' self-heating subsidies.

Chapter V Funding Channels

Article 10 Self-heating subsidies for employees of administrative organs and subsidized institutions shall be borne by the finance at the same level.

Eleventh institutions staff self-heating subsidies according to the funding channels.

Twelfth enterprises in line with the housing reform policy of clean energy self-heating subsidies charged in the cost of enterprises.

Thirteenth unit retirees clean energy self-heating subsidies, in accordance with the existing funding channels to solve.

Chapter VI Responsibilities of Various Departments

Article 14 The municipal administrative department is the administrative department in charge of heating, and is responsible for reviewing, approving and filing the application for clean energy household self-heating workers' housing for property management units within its jurisdiction, and formulating a unified file format.

Fifteenth finance department is responsible for the administrative organs at the same level (including democratic parties, workers, young women and other social organizations) and the annual departmental budgets of various subsidized institutions to arrange the financial budget funds for self-heating subsidies for employees; Responsible for arranging self-heating subsidy funds for employees in the annual departmental budget of institutions subsidized at the same level according to the funding channels.

Article 16 The department of land resources and housing management is responsible for making specific provisions on the application for certification of qualified employees by the property management unit of clean energy family self-heating employee housing in this Municipality, and implementing effective supervision and management on the property management unit.

Seventeenth housing reform department is responsible for the identification of the housing subsidy area standard of enterprises and institutions approved by the monetization distribution method.

Eighteenth personnel department is responsible for supervising the administrative institutions to implement the self-heating subsidy policy for employees.

Nineteenth labor and social security departments are responsible for supervising the implementation of the self-heating subsidy policy for employees who sign labor contracts in enterprises.

Article 20 The tax authorities shall be responsible for the verification and interpretation of the enterprise income tax deduction and individual income tax of self-heating subsidies.

Article 21 The supervisory department is responsible for investigating and dealing with units and individuals who violate the relevant policies of the state and Beijing Municipality on the reform of workers' housing, falsely reporting or defrauding financial funds in disguised form, belonging to the staff of administrative organs, state civil servants and other personnel appointed by administrative organs, while others are investigated and dealt with by relevant departments.

Chapter VII Supplementary Provisions

Twenty-second administrative institutions from the heating subsidies charged to the subject is "personnel expenses-allowances-other allowances-heating subsidies".

Twenty-third units should strictly review the year's verification certificate delivered by employees, and at the same time review the legal documents of housing lease or property rights provided by employees.

Article 24 These Measures shall be interpreted according to the responsibilities of each department.

Article 25 These Measures shall come into force on June 1 1 day, 2003.
