Is the relationship between property management and order maintenance equal?

In property management, order maintenance service is an important content of property management service, which is to maintain the order of the relevant areas of property management according to the agreement of the property management contract between the owner and the property management company. Generally speaking, the property order maintenance service refers to the related services provided by the order maintenance personnel of the property company to the owners through duty, guard and patrol, including fire prevention, theft prevention, accident prevention and emergency treatment. Although the property order maintenance service includes some security cases such as anti-theft and crime prevention, its security obligation mainly comes from the property management service contract between the property management company and the owner, which belongs to the category of private law. Public security refers to maintaining social order and peace, which belongs to the category of public law. The public security organ is the statutory organ of national security, and has the statutory duty to maintain social order and stop acts endangering social order. In 2002, the Ministry of Public Security issued "Several Provisions on Standardizing the Management of Order Maintenance Service Companies", clearly pointing out that the duty of order maintenance is to assist public security organs to maintain social order and maintain public order in non-police work. Therefore, the property management company does not have the basic function of the public security organs to crack down on illegal crimes according to their functions and powers, and certainly does not bear the personal safety responsibility of the owners in the property management area.
