Is Changping District a prefecture-level city?

A district in Beijing, because Beijing is a municipality directly under the central government, Changping District is at the same level as the general prefecture-level cities, but there are differences in administrative legislation. The district has no legislative power, while the larger cities and provincial capitals have legislative power. Moreover, the district can't be called the first-level government, it is the stationed institution of the higher-level government.
