"Property Management Regulations" Article 10 The owners in the same property management area shall set up the owners' meeting and elect the owners' committee under the guidance of the real estate administrative department of the district or county people's government where the property is located or the subdistrict office or the township people's government. However, if there is only one owner, or if the number of owners is small and all owners agree unanimously, it is decided not to set up the owners' meeting, and the owners will jointly perform the duties of the owners' meeting and the owners' committee.

The members of the Executive Committee are responsible for the daily affairs of the owners' committee and can be recommended to serve in the local community residents' committee according to legal procedures. Article 39 The owners' committee shall, within 30 days from the date of election, submit the following materials to the property administrative department, the subdistrict office and the township (town) people's government for the record: (1) the resolution of the owners' congress; (two) the rules of procedure of the owners' congress; (3) Management regulations; (four) the list of members of the owners' committee and the basic situation; (5) Other materials as prescribed by laws and regulations. The property administrative department shall, within 10 days from the date of receiving the information specified in the preceding paragraph, issue a record certificate to the owners' committee, and issue a seal engraving certificate of the owners' committee. The owners' committee shall engrave, use and manage seals and open accounts according to law. If the rules of procedure, management regulations and members of the owners' committee are changed, the owners' committee shall inform the property administrative department, the subdistrict office and the township (town) people's government in writing within thirty days from the date of change.
