No matter what the garage leaks, you can complain to the urban planning and construction management department. If the vehicle is lost due to water leakage in the underground garage, the liability for loss is as follows:

1. If the vehicle is damaged, the developer should be the first responsible person. If the service is still within the warranty period, the developer will unconditionally deal with the water leakage in the garage and compensate the corresponding loss of the vehicle. Because there are relevant laws and regulations, the quality of foundation works and main structures must be guaranteed within the reasonable service life of buildings. So the construction unit is responsible.

2. If the service warranty period has expired, the damaged owner can only repair the vehicle out of his own pocket;

But the problem of water leakage can be found in the property. If the property leaks due to structural problems, with the consent of the owner, the public maintenance fund can be started to repair the underground garage leakage.

Legal basis: Article 942nd of the Civil Code of People's Republic of China (PRC).

Property service providers shall, in accordance with the agreement and the nature of the use of the property, properly repair, maintain, clean, afforest and manage some owners in the property service area, maintain the basic order of the property service area, and take reasonable measures to protect the personal and property safety of the owners.

Property service providers shall take timely and reasonable measures to stop acts that violate laws and regulations such as public security, environmental protection and fire protection in the property service area, report to the relevant administrative departments and assist in handling them.
