Article 3 of the Property Management Regulations stipulates that "the state encourages owners to choose property service enterprises through an open, fair and just market competition mechanism". Article 40 of the Interim Measures for the Administration of Tendering and Bidding of Early Property Management stipulates that "bidders and other interested parties have the right to raise objections to the tenderee or complain to the relevant departments according to law if they think that the tendering and bidding activities are not in conformity with the relevant provisions of these measures"; Article 43 stipulates that "if the owners and owners' general assembly select property management enterprises with corresponding qualifications through bidding, these measures shall be followed".
