Measures of Hefei Municipality on the Administration of Secondary Water Supply

Article 1 In order to strengthen the management of secondary water supply and ensure the safety of secondary water supply in terms of water quality, quantity, pressure and water supply, these measures are formulated in accordance with the State Council's Regulations on Urban Water Supply, Anhui's Regulations on Urban Water Supply, Hefei's Regulations on Urban Water Supply and other laws and regulations, combined with the actual situation of this Municipality. Article 2 The term "secondary water supply" as mentioned in these Measures refers to the water supply mode in which drinking water is supplied to users through pipelines through storage, pressurization and other facilities when the water pressure and water demand exceed the capacity of urban public water supply network.

The term "secondary water supply facilities" as mentioned in these Measures refers to the pump room, pool (box), water pump, valve, electric control device, disinfection equipment, pressure water container, water supply pipeline and other facilities set for secondary water supply. Article 3 These Measures shall apply to secondary water supply and related management activities within the administrative area of this Municipality. Fourth city and county (city) urban and rural construction administrative departments responsible for the supervision and management of secondary water supply. The health administrative department is responsible for the health supervision and management of secondary water supply.

Development and reform, finance, natural resources and planning, housing security and real estate management, market supervision, ecological environment, public security and other relevant departments should do a good job in the management of secondary water supply in accordance with the division of responsibilities. Fifth any unit or individual has the obligation to protect the secondary water supply facilities, and shall not damage the secondary water supply facilities or endanger the safety of the secondary water supply; Have the right to complain and report acts that damage the secondary water supply facilities and endanger the safety of secondary water supply. Sixth new construction, renovation and expansion of buildings, the water pressure requirements exceed the capacity of public water supply network, it should be set up secondary water supply facilities. The secondary water supply facilities shall be designed, constructed, accepted and put into use simultaneously with the main project.

The investment in the construction of secondary water supply facilities shall be included in the total budgetary estimate of the construction project and shall be borne by the construction unit or the property right unit. Article 7 The design, construction and supervision of secondary water supply facilities shall conform to the relevant national and provincial technical standards and norms and the Technical Guidelines for Secondary Water Supply Projects in Hefei, and shall be undertaken by units with corresponding qualifications.

Encourage the construction unit to entrust the water supply enterprise to build and manage the secondary water supply facilities of residential buildings in a unified way. Eighth new construction, renovation and expansion of residential secondary water supply facilities design should be subject to the technical review of water supply enterprises, design should meet the basic conditions and management requirements of urban public water supply network connection.

The design scheme of secondary water supply facilities should include the design content of water meter leaving home, one meter per household and metering to the household. Article 9 The materials used in secondary water supply facilities shall meet the quality standards or industry standards stipulated by the state, meet the requirements of safety, reliability, energy conservation and environmental protection, encourage the use of new materials, and shall not use pipes, fittings and equipment that are explicitly prohibited and eliminated by the state. Tenth secondary water supply facilities, should be in accordance with the relevant technical standards and norms for pressure testing, washing, disinfection and acceptance according to law. The water quality of the water supply can only be put into use after it has been tested by a legally qualified water quality testing institution.

When the two water supply facilities are accepted, the construction unit shall invite water supply enterprises to participate. Eleventh new residential secondary water supply facilities after acceptance, the construction unit shall sign an agreement with the water supply enterprise, handed over to the water supply enterprise for management and maintenance. Twelfth city, county (city) District People's government (including the Development Zone Management Committee, the same below) shall, according to the urban water supply development plan, formulate the transformation plan of the old residential water supply pipe network and secondary water supply facilities.

County (city) District People's Government is the main body responsible for the transformation of secondary water supply facilities, and should make overall arrangements to organize and implement the transformation of secondary water supply facilities within its management area in accordance with the principles of batch development, deadline transfer and centralized management. Thirteenth city and county (city) urban and rural construction administrative departments shall, jointly with relevant departments, formulate the implementation plan for the transformation and transfer of secondary water supply facilities in old residential areas, and report it to the people's government at the same level for approval before implementation.

The secondary water supply facilities are received by the water supply enterprises after standard transformation. Fourteenth city, county (city) District People's government should co-ordinate funds to support the transformation of secondary water supply facilities in old residential areas. The specific measures shall be formulated by the administrative department of urban and rural construction of the city and county (city) jointly with the financial department at the same level, and shall be implemented after being approved by the people's government at the same level. Fifteenth secondary water supply facilities handed over to the unified management and maintenance of water supply enterprises, water supply enterprises should do a good job in management and maintenance; The price of secondary water supply shall be uniformly priced and determined by the competent price department in accordance with the relevant provisions. Water price includes daily management, maintenance and operation costs, maintenance and renovation costs of secondary water supply facilities.

If the secondary water supply facilities are not handed over to the unified management and maintenance of water supply enterprises, the actual management and maintenance unit shall do a good job in management and maintenance, the property service enterprise or the actual management and maintenance unit shall publicize the relevant costs and expenses of water fee collection, and the market supervision department shall strengthen supervision and inspection.

The realty service enterprise where the secondary water supply facilities are located shall assist the water supply enterprise or the actual management and maintenance unit to do a good job in fire prevention, theft prevention, rat prevention, leakage prevention and damage prevention. Sixteenth secondary water supply facilities management and maintenance units shall ensure that the secondary water supply facilities are in good condition, meet the requirements of relevant national standards and technical specifications, and ensure that the water quality and water pressure are qualified. When the facilities fail, the management and maintenance unit shall immediately carry out emergency repair.

Personnel directly engaged in the management and maintenance of secondary water supply shall undergo professional training and health examination and obtain health certificates before taking up their posts.
