According to the regulations, the public property services of ordinary residential buildings in Jinan will be priced and charged according to the "star rating" of property service quality.

The Jinan Municipal Price Bureau and the Jinan Housing Security and Real Estate Administration jointly announced this method on the 27th, stipulating that the property service fees and parking service fees for ordinary houses should be outsourced and the government-guided prices should be implemented. After the establishment of the owners' committee, the property service fees and parking service fees of non-ordinary houses and ordinary houses shall be subject to market adjustment prices, which shall be agreed by both parties in the contract.

Kong Jie, director of the Jinan Municipal Price Bureau, introduced that the service level standard of ordinary residential property in Jinan is divided into two parts: the service level standard of public property and the service standard of special facilities and equipment maintenance and operation. The service level standard of public property is divided into one-star, two-star, three-star, four-star and five-star according to the quality of property service, of which one-star is the lowest level and five-star is the highest level. The higher the grade, the higher the service standard, and the higher the corresponding benchmark price of property service charges.

Among them, the government-guided price of public property charges is: one-star 0.5 yuan/square meter month; Two-star 0.75 yuan/square meter month; Three-star 1 yuan/square meter/month; Four stars 1.3 yuan/m2/month; Five stars 1.6 yuan/m2/month. The maintenance and operation services of special facilities and equipment are not graded, including elevator maintenance and operation and automatic fire fighting facilities maintenance and operation. The maintenance and operation fee of elevator is 0.35 yuan /m2/ month, and the maintenance and operation fee of automatic fire fighting facilities is 0.2 yuan /m2/ month. Jinan City stipulates that in the early stage of property management, the construction unit and the property service enterprise it selects should choose the property service level according to the property service items and quality standards it can provide, and stipulate the specific property charging standards through contracts within the corresponding government guidance price range. The realty service enterprise shall publicize the service contents, service standards, charging standards and charging basis in a prominent position within the realty management area, accept the supervision of the owners, and shall not charge any unspecified fees from the owners or property users. According to the "Measures", if a realty service enterprise, in violation of the provisions and the stipulations of the realty service contract, arbitrarily expands the scope of charges, raises the standard of charges and charges repeatedly, the owner or property user has the right to refuse to pay. The price department of Jinan will strengthen the supervision and inspection of property service charges together with the property department, and punish the price violations according to law, and the punishment will be recorded in the "integrity file" of property service enterprises.
