The Regulations on Work Safety in Gansu Province was revised and adopted by the 24th meeting of the Standing Committee of the 12th People's Congress of Gansu Province on May 2, 0/day, and came into force on July 0/day. The first is to clarify the legal status of "one post and two responsibilities" in safety production.

Where a production and business operation entity needs to contract out or rent out production and business operation projects, sites and equipment, it shall sign a safety production management agreement with the contractor or lessee, clarify their respective safety production responsibilities and the safety production management responsibilities that should be fulfilled, and prohibit the production and business operation entity from renting, lending, transferring or renting out equipment or sites with potential safety hazards.

Fourteen, established the legal norms of accident liability division.

It is stipulated that the accident unit conceals, misrepresents, delays reporting or destroys the scene of the accident, so that the course, cause and responsibility of the accident cannot be ascertained, which is deemed as the production safety responsibility accident of the unit. It is clear that the expenses for emergency rescue, investigation and handling of accidents shall be borne by the production and business operation units where production safety accidents occur.

Fifteen. The provisions on legal liability have been improved.

The amount of fines for serious injury accidents is stipulated, and those who cause serious injuries to less than three people will be fined 50,000 yuan to 200,000 yuan, which fills the gap that there is no punishment basis for serious injury accidents in production safety.
