First, strive to do a good job in housing lease management. Actively do a good job in housing rent collection, take various measures, manage internally, establish incentive mechanism, strengthen assessment, pay attention to external services, stress honesty, and maximize the potential of rent recovery; Strict housing lease management system, approval of household transfer of public houses directly under the jurisdiction, strengthening the management of the rental market and data management of the rental industry. The second is to do a good job in housing property management. Attach importance to basic data work and strengthen property rights clearing; The introduction of real estate information management system has initially realized the computerized management of real estate; Strict management of public housing property rights in and out of the audit procedures to ensure that state-owned assets are not lost. Third, actively do a good job in housing maintenance management. Conscientiously implement the "real estate management responsibility system", strengthen the education of housing service awareness, pay attention to service, stress honesty, solve the practical difficulties of users in time, and regard housing maintenance service as a window facing the society and a bridge between the government and the masses. Second, there is a problem of 1, and it is difficult to recover the rent. Unable to pay the rent of the troubled enterprise; With the increase of laid-off workers, it is difficult to collect rent; Problems left over from demolition lead to rent payment; Affected by the social environment, some tenants maliciously refused to pay rent, and now they owe more than several million yuan in rent. Housekeepers are often scolded for collecting rent, and there are no corresponding effective measures to curb this phenomenon. 2. The hidden danger of dangerous houses is a big problem. There are 9 14 dangerous houses directly under the jurisdiction of the district, covering an area of nearly120,000 square meters, accounting for 16% of the total real estate area of the whole district, with intact houses accounting for only over 30%, and the rest are basically intact houses and generally damaged houses. As time goes on, the number of dangerous houses will gradually increase. There are many dangerous houses, which have great potential safety problems, especially on windy and rainy days. However, the cost of house maintenance is limited, and it has been controlled by the land reserve center in recent years. Dangerous houses have not been rebuilt, and potential safety hazards cannot be eliminated in time. 3. The maintenance and management of the reconstructed house is worthy of attention. Since 1999, the housing reform area in our district is nearly 360,000 square meters, and the funds for selling houses amount to tens of millions of yuan. It is reported that there are some problems in the maintenance service of the reconstructed houses. At the beginning, the buyers paid the maintenance fund to the selling unit at 2% of the house price, which lasted only 2-3 years and had already been used up. Now the maintenance service is unattended. There are also problems in housing reform management. Many housing reform houses are single, and it is difficult to form a property management community. Even a building, some have been rebuilt, some have not, public houses and private houses overlap, it is difficult to manage, and there are many phenomena of disorderly construction. 4. Problems left over from property rights need to be solved urgently. Since 1990s, a large number of dangerous houses have been rebuilt and built in our district, and the living environment of many residents has been obviously improved. However, due to various reasons (multiple policies, some renovation projects are sudden, effective and mandatory, and the bid is not timely), more than 1,000 households in the whole district 1000 failed to complete the land use right certificate and the house property right certificate, resulting in the failure to effectively protect the legitimate rights and interests of residents, resulting in many households petitioning the municipal and district government departments many times, resulting in unstable factors. Problems left over from property rights need to be solved urgently. 5. The contradiction of "private placement" is prominent. The implementation of private housing policy refers to the private housing that the central government took over free of charge during the Cultural Revolution in 1980. The special treatment of a series of problems left over from history begins with the implementation of policies. Due to the continuous appreciation of real estate in recent years, the original private owners are psychologically unbalanced. Because "private withdrawal" is a special work with no legal provisions and strong policy, in recent years, the original "private withdrawal" document has been deleted, resulting in inconsistency between the city and the district, leading to the comparison between the original private enterprise bosses. Therefore, in the past two years, the phenomenon of collective petitions by private households has intensified. At present, there are more than 100 households who violently respond to collective petitions in our district, which has formed a certain scale and organization. In addition, after the return of private houses, private tenants face problems such as rising rents, no compensation for demolition, and forced eviction by owners, which leads to residents' continuous petition and social instability. Third, some suggestions 1, take various forms and increase publicity. It is necessary to improve residents' legal awareness, establish the concept of state-owned assets and raise their awareness of paying rent. It is necessary to improve the social status of house managers, enhance their legal awareness and sense of responsibility, conscientiously implement the real estate management regulations, manage houses according to law, further implement the responsibility system, strengthen the management of house leasing, do a good job in house maintenance, solve the practical difficulties of residents in time, promote rents with services, do a good job with rents, and truly "manage houses for the people and serve the people". 2. Further improve the management of housing property rights. Property right management is the basis of directly managing public houses. It is necessary to find out the family property, do a good job in accounting, implement computerized management, be constant, unchangeable and accurate, prevent the leakage of management, strictly control the property rights of public houses, and ensure that state-owned assets are not lost. 3. Strengthen housing safety management to ensure the safety of residents. To truly implement Theory of Three Represents, we must consider the interests and safety of the people, strengthen the monitoring of dangerous houses, and prevent accidents that hurt people when houses collapse. It is necessary to increase the cost of emergency maintenance, strengthen the duty system, organize emergency teams, and ensure the safe use of houses. In addition, we will step up the transformation of the old city and gradually dismantle dangerous buildings. 4. The maintenance and management of housing reform should be put on the agenda. Document No.98 of Wuzheng [1999] clearly stipulates that the maintenance fund for multi-storey houses shall be withdrawn at 20% of the house price, and the buyers shall pay the maintenance fund to the selling unit at 2% of the house price, and the maintenance fund shall be used exclusively, so as to effectively strengthen the maintenance management of the shared parts and facilities of the house and ensure their normal use. It is necessary to reiterate that it is necessary to strengthen the management, use and supervision of special maintenance funds for housing reform. It is necessary to formulate measures and systems for after-sales service of public houses, conscientiously do a good job in after-sales maintenance and service of public houses, and solve the worries of owners. It is necessary to comprehensively promote the socialization, specialization and management of property management, intensify the reform of real estate companies, and promote their transformation of operating mechanisms. Take certain measures to gradually reduce the contradiction between public houses and private houses. For relatively mature housing reform houses, closed communities or buildings can be formed for standardized management, and conditions can be created to develop into property management communities. 5, conscientiously do a good job of "private saving", and strive to solve the problems left over by property rights. The implementation of private saving policy is an arduous task involving a wide range, complicated historical situation and strong policy. The government should attach great importance to it, and the relevant government departments should undertake the specific work of implementing the private saving policy. It is necessary to vigorously publicize relevant policies, actively implement relevant work, attach importance to persuasion, and control the expansion of collective petitions. It is suggested that the district government appeal to the municipal government to further clarify the "private placement" policy, unify the caliber of the city, and ensure the overall stability. The government should take practical measures to solve the family conflicts caused by returning home. According to the current accreditation standards, it is impossible to handle the "two certificates". It is suggested that the district government should reflect to the municipal government, strive for relevant policies and solve the problems left over by property rights as soon as possible.
