The term "vegetable retail outlets" as mentioned in these Measures refers to the business premises that sell agricultural and sideline products such as vegetables, fruits, meat, poultry and eggs in the form of stalls and special rooms. , including community vegetable market, community vegetable shop, farmer's market, supermarket, etc. Article 3 The Municipal People's Government shall co-ordinate the planning and construction of vegetable retail outlets, urge and guide the district and county people's governments to organize the implementation of the planning, construction and related management of vegetable retail outlets, and assess the implementation of the tasks of the district and county people's governments; The district and county people's governments shall be responsible for organizing and implementing the planning, construction and related management of vegetable retail outlets within their respective administrative areas.
The municipal, district and county people's governments shall, in accordance with their respective responsibilities, guarantee the funds required for the work specified in the preceding paragraph of this article.
Neighborhood offices and Township People's governments shall assist in the management of vegetable retail outlets within their respective jurisdictions; Found in violation of the provisions of these measures, it shall promptly notify the district and county administrative departments of commerce. Article 4 The municipal administrative department of commerce shall be responsible for organizing, promoting, coordinating, guiding, supervising and inspecting the planning and construction of vegetable retail outlets in the whole city. The district and county administrative departments of commerce shall be responsible for the management of vegetable retail outlets within their respective jurisdictions in accordance with the provisions of these Measures.
Planning, land and resources, construction, development and reform, finance and other relevant government departments should do a good job in the planning, construction and related management of vegetable retail outlets according to their respective responsibilities. Article 5 The establishment of vegetable retail outlets shall follow the principles of reasonable total amount, scientific layout and convenience for citizens. Eighth new residential areas with the construction of community vegetable market or community vegetable shop, should be implemented in accordance with the relevant provisions of the city's residential and public service facilities synchronous delivery management, and abide by the following provisions:
(a) the development and construction units in the project construction plan clearly with the construction of community vegetable market or community vegetable shop location, construction scale and other content;

(four) the housing ownership registration department shall indicate the location, construction scale and purpose on the property certificate of the community vegetable market or community vegetable shop. Article 9 After a construction project is completed and put on record, the development and construction unit shall inform the district/county administrative department of commerce in writing of the site selection and construction scale of the community vegetable market or community vegetable shop; The administrative department of commerce at the county level shall provide assistance, guidance and services for the development and construction units to set up community vegetable markets or community vegetable shops. Article 10 When the proprietary part delivered to the owners in the residential property management area reaches more than 50% of the total construction area, the development and construction unit or other property owners of the community vegetable market or community vegetable store shall put the community vegetable market or community vegetable store into operation; If there are special reasons, it shall report to the district and county administrative departments of commerce and explain the situation, and it shall be put into operation within 1 year at the latest.
Neighborhood offices and Township People's governments where residential areas are located shall inform the local county commercial administrative departments that the exclusive part delivered to the owners within the residential property management area has reached 50% of the total construction area. Eleventh vegetable retail outlets in built residential areas are insufficient, and the district and county people's governments may take the following measures as needed:
(1) Adjusting the functions of other commercial facilities;
(two) to restore the original supporting community vegetable market or community vegetable shop for other purposes;
(three) the transformation of abandoned original supporting facilities;
(four) the purchase and lease of related facilities.
If the measures specified in the preceding paragraph of this article cannot be taken due to objective conditions, weekend vegetable markets or morning and evening markets can be set up in specific areas to make up for the shortage of vegetable retail outlets.
