Legal basis: People's Republic of China (PRC) Power Supply Supervision Measures.

Article 1 In order to strengthen power supply supervision, standardize power supply behavior, maintain the order of power supply market, and protect the legitimate rights and interests of power users and social public interests, these Measures are formulated in accordance with the Regulation on Electricity Supervision and the relevant provisions of the state.

Article 2 The State Electricity Regulatory Commission (hereinafter referred to as SERC) shall perform the functions of national power supply supervision and administrative law enforcement in accordance with these Measures and relevant state regulations.

SERC agencies (hereinafter referred to as agencies) are responsible for power supply supervision and administrative law enforcement within their respective jurisdictions.

Article 3 Power supply supervision shall be conducted according to law and follow the principles of openness, fairness and high efficiency.

Article 4 Power supply enterprises shall engage in power supply business according to law, and accept the supervision of SERC and its dispatched institutions (hereinafter referred to as electricity regulatory agencies). Power supply enterprises operate according to law, and their legitimate rights and interests are protected by law.

The term "power supply enterprises" as mentioned in these Measures refers to enterprises that have obtained power business licenses according to law and are engaged in power supply business.

Article 5 Any unit or individual has the right to complain and report to the electricity regulatory agency about the power supply enterprise's violation of these Measures and the relevant state regulations on power supply supervision, and the electricity regulatory agency shall handle it according to law.
