Measures for the qualification determination of property management personnel

First, determine the examination application conditions.

(1) Education and work experience

1, bachelor degree or above, engaged in property management for 5 years.

(2) Professional level and performance

1. As the first author, he has published more than 2 professional papers on property management (each with no less than 2,000 words) in journals with unified domestic serial number (CN) or international serial number (ISSN);

2. Publish ISBN related professional works on property management (I have independently written chapters with more than 30,000 words).

3, the main technical person in charge of the property management related professional science and technology achievement award project at or above the provincial level (top 5).

Second, determine the examination organization.

The Ministry of Personnel and the Ministry of Construction are jointly responsible for the qualification examination of property managers, and set up the National Accreditation Examination Office for Property Managers (hereinafter referred to as the "National Accreditation Examination Office") to be responsible for the management of accreditation examinations.

Personnel departments, construction departments, personnel bureaus and real estate management bureaus of all provinces and autonomous regions shall be responsible for the management of certification examinations in their respective regions in accordance with the division of responsibilities.

Third, determine the examination methods.

(2) Education or degree certificate, professional and technical post certificate, qualification certificate of property management enterprise, qualification certificate of on-the-job training for managers of property management enterprise, award-winning certificate, copy of post-holding documents and papers as project leader, cover and content description of monograph.

(three) the certificate of professional ethics and management performance issued by the unit, and the certificate of the main technical person in charge of the winning project issued by the winning unit.

(4) Three recent 1 inch bareheaded photos.

(1) Persons who meet the conditions for accreditation and examination shall submit application materials to the real estate authorities of the provinces, autonomous regions and municipalities directly under the Central Government where the employer is located through the employing unit.

(2) The real estate departments of all provinces, autonomous regions and municipalities directly under the Central Government shall examine the materials of the applicants and put forward examination opinions. After passing the re-examination by the local personnel administrative department, the property management qualification examination institutions shall issue admission tickets to the applicants.

(three) to take the exam in accordance with the relevant provisions, and to take the exam at the time and place specified in the admission ticket with the relevant documents.

(4) After the certification examination, the certification examination management departments of all provinces, autonomous regions and municipalities directly under the Central Government shall submit the application materials of certification examiners, floppy disks of examination information and the summary table of qualified personnel in the property management qualification examination (Annex 2) to the National Certification Examination Office.

(5) The examination office of CNCA shall organize relevant experts to examine the materials submitted by the applicant and the examination results of the examiners, and publicize the list of qualified personnel. After publicity without objection, with the approval of the Ministry of Construction and the Ministry of Personnel, the list of personnel who have obtained the Qualification Certificate of People's Republic of China (PRC) Property Management Engineer will be announced to the public.

For applicants who fail the examination, the administrative departments of the qualification examination for property managers in all provinces, autonomous regions and municipalities directly under the Central Government shall be entrusted to explain the reasons for the failure.
