Is it legal for the property to divide public roads into parking spaces?

Property companies have no right to change the use of roads without authorization. Property companies must obtain the consent of the owners' committee before changing residential roads into parking spaces. Article 74 of the Property Law of People's Republic of China (PRC) stipulates that parking spaces that occupy roads or other places owned by the owner for parking cars shall be owned by the owner.
