Land before the establishment of the owners' committee:

1, when the developer presales the commercial housing, the property management company shall confirm it (the developer and the property service company sign the Pre-Property Service Contract and file it with the Housing Authority). Otherwise, the Housing Authority will not issue a "pre-sale permit".

The property service company has signed a service contract. From the beginning, we need to follow up the construction project to understand the progress, quality, pipeline engineering, concealed engineering and related matters before the owner moves in. From the time the customer signs the sales contract, the property management company will follow up the customer's explanation, the property services and proprietary parts after the customer moves in, and some supporting facilities and equipment to serve the customer.

At this stage, because there are no occupancy, housing sales and property service enterprises, it is up to the developers to decide.

2. Owners move in. For various reasons, the owners' committee has not been established, which is still a kind of property service. The property company shall perform its management and service duties in accordance with the stipulations in the Early Property Service Contract.

3. If the owner lives by himself, the developer shall be responsible for the property management company, and the sub-district office shall assist in the replacement. Property companies have no right to transfer management services to third parties without permission.

4. An independent property management company is based on the "pre-property service contract". Beyond this behavior, the property management company does not exercise the rights stipulated in the contract.
