Chapter V Measures of Hangzhou Municipality for the Administration of Property Maintenance Funds and Property Management Houses Allocation of Property Management Houses

Twenty-third construction units shall include property management houses (including property management office houses, public activities houses and property management commercial houses) in the construction supporting project plan, and design and construct them synchronously with the construction projects.

Twenty-fourth the specific location of the property management room is determined by the planning administrative department in the planning drawings.

The construction unit shall not arbitrarily change the location of the property management house determined in the planning drawings, and shall not arbitrarily transfer or mortgage the property management house.

Article 25 The construction unit shall provide property management office space (including public activity space) with a total construction area of 3‰ and property management commercial space with a total construction area of 4‰ according to the location determined in the planning drawings before the property is delivered for use and the house ownership certificate is handled, which shall be received by the municipal property management administrative department.

After receiving the property management house, the municipal property management administrative department shall hand over the receiving list and related materials to the district property management administrative department where the property management house is located, which shall be responsible for the daily supervision and management.

When the construction unit handles the handover procedures of the property management house, it shall submit the documents of surveying and mapping results of the property management house.

Article 26 When a construction project is completed, if the actual construction area of the property management house determined in the plan is lower than the area standard stipulated in Article 25 of these measures, the construction unit shall make up for it in accordance with the Regulations of Hangzhou Municipality on Property Management and these measures; If the actual construction area of the property management house determined in the plan exceeds the area standard specified in Article 25 of these Measures, the construction unit may dispose of the remaining area after providing the property management house with an area not lower than the specified area standard without affecting the rational use of the property management house.

Article 27 If the current commercial property management premises cannot be provided in full due to phased development and other reasons, the construction unit shall pay the market rent of commercial premises in the same lot and area to the property management unit as economic compensation, and make up the commercial property management premises in time in the later development.

Economic compensation income, as the operating income of commercial buildings for property management, shall be used exclusively for the repair and maintenance of * * * parts of the property and * * * facilities and equipment, and shall not be used for other purposes.
