Provisions of Tianjin Municipality on Urban Management (revised on 20 18)

Chapter I General Provisions Article 1 These Provisions are formulated in accordance with the relevant laws and regulations and the actual situation of this Municipality in order to adapt to the economic and social development and the people's increasing demand for the urban environment, improve the level of urban management and create an ecologically livable city. Article 2 The term "urban management" as mentioned in these Provisions refers to the management of city appearance, landscaping, municipal roads, urban drainage, rivers, public passenger transport, road traffic safety, community public service facilities and community environment in order to ensure the normal operation of urban infrastructure and maintain the good order of urban public space.

These Provisions shall apply to the streets and towns where the central city, the built-up area of Binhai New Area, the county people's government are located, and other areas where urban management is implemented as determined by the Municipal People's government. Article 3 Urban management shall follow the following principles:

(a) adhere to a high starting point planning, high standard construction, efficient management, urban planning, construction and management should fully reflect the people-oriented;

(2) Insist on system innovation, and establish a management system with shifted management focus, districts and counties as the main body, clear rights and responsibilities, pragmatism and high efficiency;

(3) Adhere to scientific management and mechanism innovation, and improve the mechanism of social participation, market operation, government supervision and efficient operation;

(four) adhere to the combination of education and guidance and strict management according to law, and form a social atmosphere in which everyone is law-abiding, civilized and self-disciplined. Article 4 The Municipal People's Government shall set up an urban management committee to make overall plans and coordinate major issues of urban management. (three) to coordinate the handling of urban management emergencies;

(4) Organizing the supervision and assessment of urban management;

(five) other tasks assigned by the Municipal Urban Management Committee. Article 6 The municipal, district and county people's governments shall incorporate the funds needed for urban management into the fiscal budget at the same level, and maintain moderate and steady growth with the increase of management tasks, the improvement of maintenance standards and the renewal of management facilities, so as to achieve full protection. Article 7 Urban planning and construction shall meet the requirements of long-term urban management. The relevant departments shall listen to the opinions of the relevant departments of urban management and the district and county people's governments when planning and constructing. Eighth people's governments at all levels and their subordinate departments, news media and units should strengthen the publicity and education of urban management, constantly enhance citizens' awareness of civilization, and encourage citizens to consciously participate in urban management activities.

Units and individuals that have made remarkable achievements in urban management shall be commended and rewarded. Chapter II Management Duties Article 9 The relevant departments of city management shall perform the responsibilities of city management according to the following division of responsibilities:

(a) the city garden management department is responsible for the supervision and management of city appearance, environmental sanitation, landscaping and lighting, and has direct management responsibility for municipal parks, garbage transfer and disposal sites, and is responsible for entrusting the municipal electric power company to undertake the maintenance and conservation responsibility of street lamps;

(two) the municipal public security organ is responsible for the supervision and management of social security, road traffic safety and the prevention and control of noise pollution in social life, and is responsible for the maintenance and conservation of urban road traffic signal facilities and traffic safety facilities;

(three) the civil affairs department is responsible for the supervision and management of community public service facilities, funeral ceremonies and community environment;

(four) the municipal traffic port management department is responsible for the supervision and management of public passenger transport and airports, railway passenger stations and port passenger terminals;

(5) The municipal highway management department is responsible for the supervision and management of urban roads, highways, bridges and their ancillary facilities, and for the repair and maintenance of urban roads, highway ancillary facilities and highway signs and markings;

(six) the municipal water administrative department is responsible for the supervision and management of urban drainage facilities and rivers, and is responsible for the maintenance and conservation of municipal rivers and municipal drainage systems;

(seven) the municipal construction management department is responsible for the supervision and management of civilized construction of construction projects;

(eight) the municipal land and housing management department is responsible for the supervision and management of property management activities and the safe use of houses;

(9) The comprehensive administrative law enforcement organs of urban management collectively exercise the administrative punishment power related to urban management in accordance with the Provisions of Tianjin Municipality on the Relative Centralized Administrative Punishment Power of Urban Management (OrderNo. 103). 1 1 1 Municipal People's Government in 2007) and relevant decisions of the Municipal People's Government. The people's governments at the county level shall be responsible for the overall management of the urban management in this area and perform the following urban management duties:

(II) to perform the maintenance and conservation management responsibilities of urban infrastructure related to urban management, such as city appearance and environmental sanitation, greening, community public service facilities, non-motor vehicle parking places, etc., and fully guarantee relevant funds in accordance with the standards and quotas for maintenance and conservation;

(three) to organize the daily supervision, inspection and assessment of urban management in this area, and investigate and punish those who fail to perform their duties according to law.

The district and county people's governments shall be responsible for the urban management of the areas entrusted by other district and county people's governments.
