Purchasing by bidding can achieve the legislative purpose of "protecting national interests, social interests and the legitimate rights and interests of the parties involved in bidding activities, improving economic benefits and ensuring project quality". If the project unit fails to bid for the above-mentioned projects that must be tendered, it is illegal.
