Can the owners' committee hire legal counsel?

You can't hire consultants. The owners' committee is an autonomous organization of owners' self-management and self-service, handling public affairs related to property management in this region. The owners' committee is only the executive body of the owners' congress, and has no right to decide the norms of autonomous management. The owners' committee itself belongs to a non-profit social organization, which has no source of property and no income to pay employees' wages. The owners' committee decided to hire staff and pay wages, which is bound to be paid from the same income of the owners, thus damaging the legitimate interests of the owners.

Fifteenth owners' committee to implement the decisions of the owners' congress, perform the following duties:

(a) to convene a meeting of the owners' congress and report on the implementation of property management;

(two) on behalf of the owners and the owners of the general assembly to hire property services companies to sign property services contracts;
