There is no necessary relationship between the newly bought house and the property fee, because the property fee is charged by the property management company and the house is delivered by the developer to the owner. The subjects and reasons of the two charges are different. After the developer delivered the key to the owner, the owner began to enjoy the services of the property management company, such as the maintenance of cleanliness, greening, public order and daily operation and maintenance of public facilities and equipment. Therefore, regardless of whether the owner actually lives, he should pay the property service fee according to the property service contract. Article 34 of the Regulations on Property Management shall conclude a written property service contract with the property service enterprise selected by the owners' congress. Property service contracts shall stipulate property management matters, service quality, service fees, rights and obligations of both parties, management and use of special maintenance funds, property management premises, contract term, liability for breach of contract, etc.

Article 944 of the Civil Code stipulates that the owner shall pay the property fee to the property service provider as agreed. If the property service provider has provided services in accordance with the agreement and relevant regulations, the owner shall not refuse to pay the property fee on the grounds that he has not accepted or does not need to accept the relevant property services.
