The main purpose of adjusting the guiding standards of residential property service charges in Shenzhen this time is to promote the "quality-price consistency" of property services, standardize the behavior of property charges, safeguard the legitimate rights and interests of both parties of property services and promote the healthy development of the property service industry in our city by optimizing and improving the content, service standards and corresponding charging standards of property services.

The early property management service charges of ordinary residential properties in our city are subject to government-guided price management. Ordinary houses refer to buildings for families to live in, including high-rise and multi-storey houses, excluding villas and business apartments.

Affordable housing property management service charges according to the corresponding level 3 and below charges. The charges for property management services in villages in cities can be implemented with reference to the four-level and below charges for multi-storey residential buildings corresponding to this standard.

For villas, commercial apartments and residential areas where owners' committees have been established, the property management service charges shall be subject to market adjustment prices, which shall be determined by both parties through consultation.

The charging levels of various service items can be freely combined according to the actual situation, and the charging standards of property services are the sum of the charging standards of selected levels of various property services.
