What kind of organization is the property management industry association?

Nominally a non-governmental organization, it is actually an institution with the background of government functional departments. It is a public institution and a refuge for officials that government departments cannot arrange. Industry associations often issue some industry standard documents, and property companies will issue a bronze medal to become members, hold meetings twice a year, and organize vocational training examinations. There is no administrative command power, so there is another management department for the property company.
