How were the old rules and regulations stipulated before the introduction of the new law? 1996, the State Planning Commission and the Ministry of Construction jointly issued the document "Interim Measures for the Charge of Property Management Services in Urban Residential Areas", which stipulated that property service fees should be collected by means of government pricing and government guidance prices. Then look at the relevant documents of government property charges at that time, such as document 1999 of Beijing Municipal Price Bureau. 1997 "interim measures for property management service charges in ordinary residential areas in Beijing", which stipulates that all components of property service charges shall be calculated on a monthly or annual basis.

Although these documents have been abolished up to now, the practice of property companies to calculate the cost of property services according to annual accounting has been used to this day. Therefore, when the property company publicizes the charging standard of property services, it publicizes it on a monthly basis.

As the property service charge is calculated on a monthly basis, the payment cannot be less than one month, which is in line with the relevant provisions of the Price Law. Therefore, owners or property users can choose to pay property service fees monthly, quarterly or annually according to their own abilities.

Of course, if the time limit for paying the property fee is stipulated in the property service contract, such as paying the property fee annually, it should be implemented in accordance with the agreement in the property contract.
