How to open an account for new house hydropower
1. Opening an account for water fee: to open an account with the water supply company where the house is located, you need to bring the original and photocopy of the real estate license and the ID card of the owner of the house. If you need to handle the business of withholding water fee from the bank, you need to bring a bank card;
2. Opening an account with electricity: to open an account, the electric utility company where the house is located needs to bring the original and photocopy of the real estate license and the ID card of the owner of the house. After the name change, the power company will pay the electricity fee in one lump sum when it pays the electricity fee next time, and sign a withholding agreement with the list in the bank;
3. Gas account opening: you need to bring the original and photocopy of the real estate license and the ID card of the property owner to the gas company where the house is located to open an account.
Second-hand housing water and electricity transfer process:
1. Transfer of electricity meter: When handing over the house, the buyer is advised to personally check whether the electricity meter has moved or been modified. At the same time, the names of meters in newly-built commercial housing are basically the names of owners or developers. Therefore, in addition to checking the meter reading, both parties should bring their identity documents, real estate licenses and private seals. Go to the local electric power business hall to handle the transfer and renaming procedures of electric meters and settle all the arrears of electric meters;
2. Settlement of water meter bills: Most properties do not need to go through the water meter transfer procedures. However, according to the agreement in the sales contract when handing over the house, both parties need to read the meter, and the owner will settle the fees owed according to the actual meter reading;
3. Transfer of gas: Both parties must show the house sales contract, and indicate that the house price has included the gas facility fee or the free transfer of gas equipment, as well as their ID cards and the previous party's recent gas bill. Both parties shall go to the gas department to handle the transfer and name change procedures in person. If there is no agreement or the agreement is not clear, the gas department will not handle it.

The State Council construction administrative department is responsible for the national gas management.
The gas management departments of local people's governments at or above the county level shall be responsible for the gas management within their respective administrative areas.
Other relevant departments of the people's governments at or above the county level shall, in accordance with the provisions of these regulations and other relevant laws and regulations, be responsible for gas management within their respective functions and duties.

Seventh relevant departments of the people's governments at or above the county level shall establish and improve the supervision and management system of gas safety, publicize and popularize gas laws, regulations and safety knowledge, and raise the awareness of gas safety of the whole people.

Within the property management area, water supply, power supply, gas supply, heating, communication, cable TV and other units shall charge relevant fees to the end users.
Where a realty service enterprise accepts the entrustment to collect the fees mentioned in the preceding paragraph, it shall not collect additional fees such as handling fees from the owners.
Article 45
The realty service enterprise shall stop the violation of laws and regulations such as public security, environmental protection, property decoration and use in the realty management area, and report to the relevant administrative departments in a timely manner.
After receiving the report from the realty service enterprise, the relevant administrative department shall stop the illegal act or deal with it according to law.
