Can contract property and contract property be tendered at the same time?

According to the Measures for the Administration of Property Service Charges, contract system and contract gratuity system are two different charging methods for property services. According to this regulation, the owner and the property management company can only choose one of them to agree on the property service fee, and they cannot use these two methods for bidding or cooperation at the same time.
